Dr. Mustapha Abdullahi  (born January 1985) is the Director-General and Chief Executive Officer of the Energy Commission of Nigeria (ECN). He was appointed to the position by President Bola Tinubu on October 24, 2023.[1]

The Commission is one of the key agencies in the Ministry of Innovation, Science and Technology, with a mandate to promote sustainable energy development in Nigeria through strategic plans and coordination of national policies[2]

Prior to his appointment as the third DG of ECN, Abdullahi was the Senior Technical Adviser (STA) to the Minister of Innovation, Science and Technology, Uche Geoffrey Nnaji.

Early Life and Education[edit]

He was born in January 1985 in Kano  where he spent some part of his early years but hails from Adavi Local Government Area in Kogi State.[3]

Dr. Mustapha has an interdisciplinary engineering background in Energy, Petroleum, Mechanical, Pipelines and Acoustics.

He has a bachelor's degree in Mechanical Engineering from Aliko Dangote University of Science and Technology (ADUSTECH) (formerly Kano University of Science and Technology (KUST) and gained a Postdoctoral fellowship as a Research Associate in the School of Engineering at the University of Manchester after securing funding award from the Industry Collaboration Fund (ICE).[4]

He received his PhD degree in Mechanical Engineering with a focus Oil and Gas structural health monitoring also from the University of Manchester.[5]

Career[edit]

He was appointed by President Bola Tinubu in October 2023 as Director General of the Energy Commission of Nigeria ECN[6]. Abdullahi was before then the Senior Technical Adviser to the Minister of Innovation Science and Technology Uche Gregory Nnaji

Prior to joining, Dr. Nnaji at the ministry, he served as a Teaching Assistant in the School of Mechanical, Aerospace and Civil Engineering at the University of Manchester and was also at some point a staff of the former Department of Petroleum Resources (DPR), now Nigerian Upstream Petroleum Regulatory Commission (NUPRC) with a significant experience in Oil and Gas, Space technology/research having worked for over 14 years[7]

Activities at Energy Commission of Nigeria (ECN)[edit]

On assuming office, he provided some insight into his action plan which included reviewing industry policies and an improved staff welfare

Within his first few weeks, Abdullahi renewed ECN’s commitment to a partnership with the United Nations Environment Programme (UNEP) -link- on enforcement of air-conditioner energy performance standards energy efficient cooling.[8]

Dr. Mustapha Abdullahi was part of Nigeria’s delegation to COP 28 in Dubai UAE where he represented he championed Nigeria's commitment to Global Cooling Initiative.[9]

It was on the sidelines of the event that he sealed a tripartite agreement with an energy consulting group, the Global Wind Energy Council (GWEC) and the Niger State Government on wind energy development in Niger State.[10]
