National Institute for Health Protection
The National Institute for Health Protection is a proposed government body that is expected to merge Public Health England and NHS Test and Trace. According to The Telegraph, the body is expected to be officially announced in early September. It is expected that the announcement will be made in order for the rearrangement of the governmental departments to be completed before a predicted second wave of COVID-19 during winter and flu season. It is intended to resemble Germany's Robert Koch Institute.
The Telegraph's report claims that Public Health England is to be "scrapped" and replaced by a single body combining Public Health England and the NHS Test and Trace operation, in response to the COVID-19 pandemic.[1] Other media outlets such as The New York Times and Reuters published articles detailing the proposed plans. A leaked memo to staff written by the head of Public Health England, Duncan Selbie, said that the aim of the new body was to boost expertise with "much needed new investment"[2] and that "The Prime Minister and Secretary of State wish to recreate an organisation with a sole focus on health protection and to bring together our health protection services with the budgets and people of the NHS Test and Trace programme to create a new national institute for health protection".[3]
Baroness Dido Harding is reported to be chair of the new organisation.[4]
