Operation Safe Veracruz is an operation launched on October 6, 2011 in the state of Veracruz after the Boca del Rio Massacre in which Los Matazetas killed and mutilated 35 bodies. Francisco Blake Mora, Mexican Secretary of the Interior and Veracruz governor Javier Duarte announced a plan similar to the one previously in Tamaulipas to crack down criminal organizations. The operation was launched after the state of Veracruz's incompetence to re-structure and discipline state police officers. Many of the state police officers were believed to get monthly payments from the Los Zetas Cartel.[1]

Operation Safe Veracruz started on October 6, 2011 in the Mexican state of Veracruz to prevent the expansion of Los Zetas and Gulf Cartel influence in the area. The operation consisted of 5,000-10,000 members from the Mexican Federal Police, Mexican army, Mexican Marines, and Mexican Navy. The operation came after Operation Tamaulipas, which was launched the previous year with 4,000 members from the Federal Police and military to control organized crime in Tamaulipas. Prior to that, starting in 2009 a criminal organization calling itself Los Matazetas did massacres in the Gulf coast states of Tamaulipas, Veracruz, and Quintana Roo as the armed wing of the Sinaloa Cartel. On March 25, 2011 Los Matazetas changed their name to CJNG (Cártel de Jalisco Nueva Generación) during a massacre in Boca del Rio, Veracruz. It stated- This land has a new property-G.N[2]
