PEPA (Purchase Environmental Protective Association), formerly Purchase Association, is a Purchase, New York-based environmental organization that is a U.S.-registered 501(c)(3) tax-deductible nonprofit charity. The organization seeks to protect the environment and preserving the character of community by keeping it free of large-scale development.[2][3][4]

Overview[edit]

PEPA was founded in 1917 by a group of citizens living in Purchase with the goal to protect the public's well-being by balancing priorities for land reservation with strategies for managing local development. It started as the Purchase Association[5] but in 1985 it was renamed the Purchase Environmental Protective Association (PEPA). By monitoring development proposals and informing the public on local environmental issues facing Purchase and the local area, PEPA’s involvement and documentation of the historical, cultural, and natural features of its unique landscape is instrumental to the community. PEPA informs the public about relevant local issues, legislation, and policies by disseminating information through its website, newsletter, and other informative publications and mailings.[6] The organization conducts appropriate research and hires professional experts as necessary to provide relevant information to the community and local governing bodies.

Conservation, historical preservation and major environmental initiatives[edit]

  • Westchester County Airport - In coalition with other environmental agencies,[7][8][9] PEPA has been a long opponent of Westchester County Airport expansion (the 3rd busiest airport in New York state) since the plan was revealed by the authorities. The main arguments against the expansion were air pollution and possible damage to the lands protected by various conservancy projects.[10][11]
  • Manhattanville College and the New York City Football Club (NYCFC). PEPA opposed to NYCFC's intention to build training facility in Purchase at the expense of the protected lands nearby. As a result of confrontation, PEPA filed a lawsuit on May 7,2014[12]against the club, the college and the town of Harrison’s Planning Board with New York’s Supreme Court.[13][14][15]
  • Cell Towers. In 2002, PEPA called for a review and enactment of stricter codes regarding regulating approval of the placement or situs of new wireless telecommunication facilities in the town of Harrison.[16]
  • Ophir Farm Estate conservancy project. PEPA has been collaborating with the Manhattanville College to preserve Ophir Farm Estate's historic structures and cultural landscape as the place is a US landmark of historic importance.[17][18]
