State University of Performing and Visual Arts (SUPVA), is a public university in Rohtak, India.[2] It was established in 2011 by Department of Technical Education, and principal secretary govt of Haryana and IAS Dhanpat Singh and Chief Minister of State Sh. Bhupender Singh Hooda laid the foundation stone, and later GTIS converted into a university on 14 August 2014 through Haryana Act No. 24. The university is a joint campus of four institutions: State Institute of Film and Television, State Institute of Design,[3] State Institute of Fine Arts and State Institute of Urban Planning and Architecture.

The PLC SUPVA campus is spread over 36 acres of land, beautifully designed by world renowned architect Raj Rewal, with a healthy and verdant campus. It is centrally located in the state of Haryana, at a distance of about 75 kms from the national capital, 90 kms from IGI Airport, New Delhi and about 200 kms from Chandigarh, and is well-connected with the road and railway network. With magnificent buildings and state-of-art infrastructure, it has spacious seminar halls, laboratories, workshops and studios, well-equipped with latest machinery, equipment and IT infrastructure. Central facilities like auditorium, seminar halls, central library, etc. are also available for academics and extra-curricular activities. A girls’ hostel with a capacity to accommodate 175 students is already available in the campus. Housing facility for both faculty and non-teaching staff is also available in the campus. Presently, there are four Faculties in which 14 undergraduate degree level programmes and three postgraduate programmes are being offered. Also, 19 diploma and certificate programmes are also being run since the session, 2020- 21. The University is already offering PhD programme in the field of Computer Science and Planning & Architecture, and is starting four new programmes (three diploma and one certificate) from this session. A Regional Centre of the university in village Aterna, distt. Sonepat, in which various programmes in humanities and social sciences, including cultural and folk media studies would be offered, is also under consideration of the state government. The plan to set up a separate faculty of humanities and social sciences is also under active consideration of the university, which would enable students to gain a robust foundation in the social life-world, where they would manifest as artists in future. The University is gearing up to take on all programmes under the National Education Policy (NEP-2020) with effect from 2024. The University has planned short-term courses with an outreach and skill development thrust. PLC SUPVA is the only university in the country to offer undergraduate degree programmes in Film & TV. It is currently helmed by veteran film and TV actor Gajendra Chauhan, who touched fame with his iconic role of Dharmraaj Yudhishthir in epic serial Mahabharata. The serial took the audience by storm in the late 80’s. He passed out from Roshan Taneja Actor studio in Mumbai in 1983. In a career spanning 38 years, Sh Chauhan has done over 300 films in almost all Indian languages and more than 1000 TV serials. In 2015, he was appointed as the Chairman of Film & Television Institute of India (FTII) Pune. He also served as President of Cine & TV Artists Association (CINTA) from 2012 to 2014, and

has been the Chief Advisor of Federation of Western India Cine Employees (FWICE) for the last seven years now. During his tenure, a lot of initiatives were undertaken, including setting up of editing cubicles, two new film sets, gymnasiums, badminton court, clinic, etc. Apart from this, upgradation of guest house, purchase of new cameras and weaving looms and recruitment were also undertaken. He inducted a lot of industry experts and actors and technicians from the film industry to train students. He also developed first Kulgeet of the university, sung by popular singers like Kailash Kher and Kavita Krishnamurti. He also took on board some of the influential people in the region to fund the scholarship for the girl students of Haryana seeking admission in PLC SUPVA. Prior to Gajendra Chauhan Prof Rajbir Singh was appointed as the third vice- chancellor of the university. His impeccable and bespoke record on delivery benefitted the university immensely. He had valuable experience in organizations such as UGC, of having contributed to the overall implementation of policies and plans, envisioning and executing administrative and academic reforms in organizations of repute and stake. With the leadership and vision to execute tasks of grand dimensions deftly with the rigour of both an administrator and an academician, he has successfully worked extensively with numerous stakeholders shaping higher education in the country. During his tenure from March 2018 to February 2020, the university, dedicated to the culture, arts and vocation was transformed into an institution of creative and professional excellence. He initiated and facilitated recalibration of curriculum and processes of various professional courses according to the industry needs and requirements in contemporary highly dynamic and competitive educational ecosystem. He made a lot of transformational changes in the academics and administration of the university. As its Vice-chancellor, a slew of measures has been taken to effect fundamental changes in the curriculum, scope, infrastructure, pedagogy, human resources and administration. The university has been rebooted to fulfil the aspirations of young and creative minds. And also, nurturing in them Indian civilizational values, traditions and sensitizing them towards our art and culture. It was during his tenure that the State Government named this University after a cultural icon Pt. Lakhmi Chand, the great folk artist of Haryana.

He is credited to start a slew of academic initiatives. He started postgraduate, certificate/diploma and doctoral programmes in the university. He got the syllabus of different faculties revised as per the industry/academic best practices. He invited a lot of decorated academicians and industry practitioners to share their rich professional experience and extend benefit to the students. A lot of students during his tenure as Vice-Chancellor, won awards not only at various film festivals across the country but the students from other streams such as design, architecture and visual arts also made mark at National level in their respective fields. He also initiated the implementation of the New Education Policy 2020 and prepared its framework and roadmap. The first ever convocation of the university was also held during his tenure. His student-friendly approach resulted in construction of girls’ hostel, establishment of Dean Students’ Welfare office and initiation of various scholarships and welfare activities. Initially, during the period 2011-2014, students were getting degrees from MDU, Rohtak. Due to one reason or other there was delay in registration of the students and a hefty fine of 2.5 crore was imposed by the MDU on the students of SUPVA. As a result, degrees of 2011-14 batch students were withheld. In 2019, Prof Rajbir got that fine remitted in the interest of the students and he facilitated the award of degrees to the hundreds of the students of SUPVA. He was also keen for employee welfare. During his tenure residential complex for faculty and staff members was constructed. He was instrumental in the upgrading of scales of the teachers from Polytechnique ones to UGC ones and which eventually resulted in approval from the State government. The soul and motto behind the establishment of this unique university was to deliver education through different minds, from people coming from different states graduated from best institution like IIT, NIFT, NID, SPA, and FTII. After his appointment as the vice-chancellor in 2016, Rajbir Singh played an anchor role in nurturing that very spirit of university. In fact, this institution in real sense took the shape of the University during his tenure. University’s first VC Ar. Ashwani Shabbarwal. was also a modest and simple fellow coming from the background of an architect. IAS V S Kundu, was second VC appointed for some time and he too tried to bring some crucial changes in the administration. However, the reforms picked pace during the tenure of Prof Rajbir Singh and continued robustly in the tenure of Gajendra Chauhan.
