    Pao Tang [1](Thai: เป๋าตัง; RTGS: paotang) is a mobile payment and digital wallet service by Krungthai NEXT[2] that lets users make payments using compatible phones and other devices. The meaning of Pao is "bag" and tang is "money", so Pao Tang is called a wallet. Pao Tang had its first launch in January 2018 and it can be used in iOS and Android systems.

    The services in the Pao Tang application, including Sor Bor Mor e-wallet, Krungthai Digital Health, and Thai Ruam Jai, Safe Bangkok, are government-supported projects and provide customers with an easy way to purchase with a paperless life. In this application, there are six main functions: 1. The e-wallet with mobile top-up and applicability payment features, 2. Government bond purchase, 3. Personal health insurance, 4. Education, 5. Loans payback, and 6. Krungthai bank account and donations.

    Service

    There are many services that we can use in Pao Tang, including a vaccine registration system. Thais can register through Thai Ruam Jai, Safe Bangkok on the application to get the vaccine. Some of the projects on Pao Tang are created with help from the National Health Security Office (NHSO) and Krungthai Bank, which offer many health promotions and a lot of useful facilities to access many medical services.

    Sor Bor Mor e-wallet (วอลเล็ต สบม) is the Thai government's saving bonds which are called “Ying Aom Ying Dai" (the more you save, the more you earn). The value of it is worth 10 billion Baht on the "Sasom Bond Mung Kung" e-wallet. We can abbreviate "Sasom Bond Mung Kung" to "Sor Bor Mor" in Thai on the Pao Tang application. Many Thais tend to give a lot of attention to this project, so there are 11,874 investors who purchased these saving bonds. Nevertheless, the Pao Tang application is not well developed enough to handle a number of users using it at the same time. Krungthai Digital Health (กระเป๋าสุขภาพ) By cooperating with the National Health Security Office (NHSO) and Krungthai Bank, they created the Pao Tang application to provide Thais with health preventive and promotion disruptive services, allowing us access to 16 out of 18 medical services. This project is for those who are covered by universal healthcare, including seasonal vaccinations, children's vaccinations, and antenatal care. Thai Ruam Jai, Safe Bangkok (โครงการไทยร่วมใจ) With the help from the Joint Standing Committee on Commerce, Industry and Banking (JSCCIB), Thai: คณะกรรมการร่วมภาคเอกชนสามสถาบัน which consists of the Board of Trade of Thailand, the Federation of Thai Industries, and the Thai Bankers Association, as well as various member organizations from the private sector, "Thai Ruam Jai, Safe Bangkok" was established to speed up the COVID-19 vaccination in Bangkok in the strictest and maximum areas. Student Loan Fund (กองทุนเงินให้กู้ยืมเพื่อการศึกษา;กยศ) For the educational section, the Pao Tang application has cooperated with the "Student Loan Fund" to facilitate easy ways for borrowers to access the service by using the application. Users can check the information of loan balances, accumulated interest, due date, and the latest payment information.

    Advantage

    The Pao Tang mobile application is used to support government projects and the users can use it without having a Krungthai Bank account. This government's application provides us an easy way to purchase and it makes for a paperless life. Most Pao Tang users said that the application was easy to use, but the elderly users said that the application was difficult to use because of the complexity of the system.

    Disadvantage

    However, the system of the Pao Tang application is not stable enough to support all the users. There are many types of problems[3] that users are facing when using the application, including uncompleted face-scanning, unstable application, the old version of a phone system not supporting the Pao Tang application, the G-wallet[4] top-up problem, and the main problem of Pao Tang is the failure of the application when there are too many users using it at the same time. There are many complaints about the crash of the application[5] and many people are not satisfied with the failure and unstable system.

    Security

    Pao Tang's security measure is based on the new technology in the Fintech industry, e-KYC. The Electronic Know Your Customer (eKYC) process [6] is used to verify the identity of a customer[7] and financial profile within the financial investments and wealth. e-KYC is the online concept of the KYC process which has ID-card verification, face verification, and document verification. eKYC is a real-time and paperless verification process that reduces unnecessary bureaucracy. Moreover, it can help people access Government services such as scholarships and cash support.

    Supported project

    There are many supported projects provided in the Pao Tang application, which were created by the Thai Government.

    Chim Shop Chai (Eat, Shop, Spend)

    The Chim Shop Chai (ชิม ช้อป ใช้) project on the Pao Tang application can boost tourism and consumption to participating consumers, shop owners, and SMEs.

    For the first phase, this project was launched in the application between September 27 and November 30, 2019. Although this program helps reduce their cost of living, many people still wanted the government to give more additional assistance measures.

    For the second phase, it was opened for those who never registered for 3 million people. It provided 1,000 Baht cash to use in G-wallet and also gave the compensation for 15%. It was launched between October 24, 2019, to December 31, 2019.

    For the third phase, the recipients will be eligible for a 20% tax rebate on 30,000 to 50,000 baht spent, but this phase won't offer the 1,000 baht cash handout.

    Rao Tiew Duay Kan (We Travel Together)

    The Rao Tiew Duay Kan (เราเที่ยวด้วยกัน) project has participated with Bangkok Airways Public Company Limited, "Rao Tiew Duay Gun" campaign was established by the Tourism Authority of Thailand (TAT) in order to support the government's policy to boost domestic tourism. This campaign gave offers of 40% cashback or up to 1,000 baht per person per ticket. To use this program, the participants may register through the official site at www.เราเที่ยวด้วยกัน.com from July 15 - October 31, 2020.

    Khon La Krueng (Half Half)

    The Co-payment scheme or Khon la krueng (Thai:คนละครึ่ง) project on the Pao Tang application is the measure to boost consumer expenses during the COVID-19 pandemic, and help small businesses and local sellers to cope with COVID-19, with a 50 percent discount on their shopping limit of 300 baht per person per day for the costumer, and most of the participants were satisfied with the amount of the money. In this project, the governments paid up to 50% of the bill when the purchase was made through G-wallet in the Pao Tang application. The requirement for this scheme is participants must be Thai aged more than 18. The participants may register through the official site at www.คนละครึ่ง.com to use this program.

    For the first phase of this scheme, registration opened from 6 am to 10 pm on October 16, 2020, for 10 million participants and launched in the application between October 23 and December 31, 2020. After the scheme is launched, the participants have to purchase within 14 days. For phase 1, the government would pay 150 baht per day, an overall cap of 3,000 baht for shops that participate in the scheme.

    For the second phase, registration opened on December 16, 2020, for an additional 5 million participants and launched in the application between January 1 and March 31, 2021. For the 5 million participants under phase 2, the government would pay 150 baht per day, an overall cap of 3,500 baht, and the 10 million participants in phase 1 have to confirm through the Pao Tang application the additional 500 baht for phase 2.

    For the third phase, registration opened on June 14, 2021, for 31 million participants and launched in the application between July 1 and December 31, 2021. The first 1,500 baht would be paid through Pao Tang to the participants between July to September, and the remaining would be paid between October to December.

    Rao Chana(We win)

    Rao Chana[8] (เราชนะ) is one of the government projects for 31.1 million Thai people, launched in the application between January 29 and June 30, 2021, by transferring a total of 7,000 baht cash handouts, paid in 6 installments for a period of two months (the first installment paid 2,000 baht, and the other paid 1,000 baht per week until completing 7,000 baht) through Pao Tang. The requirement for this scheme is participants must be Thai aged more than 18. The 7,000 baht cash handouts can be used to buy food and goods at the shops that participate in the scheme, and also to pay for public transport such as bus fares and taxi fares.

    For state welfare cardholders, there is no need to register for this scheme; they can receive cash handouts automatically. The first installment paid 675 or 700 baht on February 5, 2021, through state welfare card and the other installments paid weekly 675 or 700 baht every Friday until completing 7,000 baht on March 26, 2021.

    For current Pao Tang users, they have to be eligible to verify on February 5, 2021, through www.เราชนะ.com. After verifying through Pao Tang, the first installment paid 2,000 baht on February 18, 2021, and the other installments paid weekly 1,000 baht every Thursday until completing 7,000 baht on March 25, 2021.

    For new participants, they have to register at the official site at www.เราชนะ.com to use this program on January 29 - February 12, 2021, from 6 am to 10 pm. They have to be eligible to verify on February 8, 2021, through www.เราชนะ.com. After verifying through Pao Tang, the first installment paid 2,000 baht on February 18, 2021, and the other installments paid weekly 1,000 baht every Thursday until completing 7,000 baht on March 25, 2021. People who don't have smartphones can register to use the project at the state-owned banks including the Government Savings Bank, Bank for Agriculture and Agricultural Cooperatives, and Krungthai Bank from February 15–25, 2021. The first installment paid 4,000 baht on March 5, 2021, and the other installments paid weekly 1,000 baht every Friday until completing 7,000 baht on March 26, 2021.

    Rao Chana and Khon La Krueng on the Pao Tang application are the measures to boost consumer expenses during the COVID-19 pandemic, but there is the difference between Rao Chana and Khon La Krueng, in that Rao Chana scheme does not have to top up G-wallet before using it, but Khon La Krueng has to top up G-wallet to pay 50% of the bill when purchasing.

    Rao Mai Ting Gun (No One Will Be Left Behind)

    No One Will Be Left Behind[9] (เราไม่ทิ้งกัน) is a government-supported project on the Pao Tang application to help with financial aid of freelancers and temporary workers, with over 15 million participants while having the COVID-19 pandemic, by transferring 5,000 baht cash handouts per month, with an overall cap of 15,000 baht through Pao Tang. The participants may register through the official site at www.เราไม่ทิ้งกัน.com to use this program on March 28, 2020. The payment began in April, but some participants failed to receive cash handouts because of bank accounts set up.

    Ying Chai Ying Dai

    Ying Chai Ying Dai[10] (ยิ่งใช้ยิ่งได้) is a project from the government for 4 million participants to support those who registered in the VAT system and stimulated consumption with high purchasing, excluding lottery, alcohol drinks, tobacco, gift voucher, and gift card, in which participants will receive cash back at the rate 10 - 15% (not more than 7,000 baht per person) by spending a total of 60,000 baht but not more than 5,000 baht per person per day through the Pao Tang. The requirements for this scheme are participants must be Thai aged more than 18, and not a state welfare cardholder, and a participant of Khon La Krueng phase 3. The participants may register at the official site at www.ยิ่งใช้ยิ่งได้.com to use this program.

    But there were fewer participants than they expected, so the Cabinet reduced the target from 4 million to 1.4 million participants and cut the budget of the scheme by 18.2 billion baht from 28 billion baht.

    The scheme launched in the application between July 1 and December 31, 2021. From July 1 to November 30, 2021, the participants have to purchase products and services through Pao Tang. And the participants can use the cashback from August 7 to December 31, 2021, through the application. Moreover, the Cabinet links food delivery platforms to allow the participants to purchase for the delivery through Pao Tang under the scheme, from October 4 to December 31, 2021.
