Perpetuum Mobile (organization)
Perpetuum Mobile (English pronunciation /pərˌpɛtjʊəm ˈmoʊbɪleɪ/, /ˈmoʊbɪli/; literally, "perpetual motion"; sometimes stylized Perpetuum Mobilε) is a curatorial organization founded by Ivor Stodolsky and Marita Muukkonen in 2007 with a focus on artistic, activist, research and new institutional practices.[1]
Perpetual Mobile has worked on themes related to dissenting, oppositional and underground art and socially-engaged practices. Outputs include conferences and symposia, educational formats, exhibitions, festivals, public art, street art, publications, videos and an extensive network of artist residencies[2].

History
The “Perestroika project”, Perpetuum Mobile’s first thematic platform, was based around an exhibition at Kiasma Museum, Helsinki in 2007 called “The Raw, The Cooked and the Packaged: The Archive of Perestroika Art”[13]. Vladimir Shinkarev of the Mitki group described it as “the best exhibition on perestroika, since perestroika”.[14]
The exhibition was the centre of a wider series of events on perestroika called the “Aleksanteri Cultural Fora”, including an exhibition of perestroika-era ephemera at the National Library of Finland, a series of films at the National Film Theatre and a conference at the Aleksanteri Institute with speakers including academic and political figures.[15]
In 2009 Perpetuum Mobile launched “The Perpetual Romani Pavilion” at the 53rd Venice Biennale[16][17]. The project was initiated as an emergency response to the collapse of the second iteration of the Open Society-led Roma Pavilion, following the success of the first iteration in 2007[18], and as a response to the violations of the human rights of Romani people in Italy and in other European countries in this period. This project garnered the support of 10 national pavilions and many prominent figures in the world of art, including artists Thierry Geoffrey and Oliver Ressler, curators Katarina Gregos and Charles Esch, and theorist Gerald Raunig[19]. Later projects in this thematic platform included a series of events at Moderna Museet in Malmö entitled, “Outside Insiders”[20], and the “4th Roma Pavilion - Safe European Home” with the renowned Romani artists Damian Le Bas and Delaine Le Bas[21].
The RE-ALIGNED Project aims to develop a language and concepts through which to grapple with the shift away from the “post-ideological ambiguity” of the late 20th century and towards a global realignment of arts, culture and concrete political projects. There have been nine iterations of the RE-ALIGNED Project since its inception in 2011[22]. These have included events in Russia (2013 Moscow Biennial[23]), Ukraine (Kiev Biennial[24]), Egypt, Palestine, Finland (Urb Festival[25]) and Norway (at Tromsö Art Hall[26]).
In December 2014, in anticipation of the 2015 Kyiv Biennial, Perpetuum Mobile initiated the School of the Displaced in coordination with the Kiev-based Visual Cultural Research Centre. With a focus on longer term pedagogical and institutional outcomes, it sought to engage recently displaced artists, art institutions and art practitioners with a history of involuntary displacement through a series of workshops, exhibitions, performances and talks. The School of the Displaced ran until January 2016[27].
PLURIversity:
Established in the spring of 2016 in response to the rise in attacks against multiculturalism in Finnish society, PLURIversity is a pilot project bringing together artists, scholars and art students from across Finland’s various cultural communities to build “a university of “pluricultural” life”[28].
Arts Assembly:
The first pilot for an Arts Assembly was convened on the island of Suomenlinna/Sveabord, Finland, in November 2009, followed by another assembly in late 2010 at Manifesta 8 - The European Biennial of Contemporary Art in Murcia, Spain.[29]
Perpetuum Labs:
Perpetuum Mobile develops new and experimental projects in so-called PM Labs, using a variety of new tools with changing partners. It began with “Curating the Political” at the Baltic Art Centre, Visby, Sweden in 2013. The second iteration was entitled “Curating the Social” at the Helsinki Library of the Blind later that year.[30]
Artists at Risk
Perpetuum Mobile established Artists at Risk in 2013.[31] AR selects creative practitioners at risk of torture, prison or other forms of persecution for temporary relocation to Artists at Risk Safe Haven Residencies. Since its foundation, it has established over 20 residencies and safe houses for persecuted artists across 17 countries.[32][33]
Perpetuum Mobile’s programme of residencies for creative practitioners at risk initially operated as the On the Move programme, run in partnership with HIAP (Helsinki International Artist Programme).[34]

The AR-Pavilion is an exhibition format curated by Perpetuum Mobile. It operates independently of its Artists at Risk residency programme but largely features participation by current and former residents, as well as related artists and themes. Visual artists exhibited have included Fatos Irwen, Issa Touma[36][37], Erkan Özgen[38], Babi Badalov, Saddam Jumaily, Kholod Hawash, Delaine Le Bas, Chto Delat. Musicians have included Lil Baliil, Grammo Suspect[39], Paleface, Ramy Essam, Ali Saad & Sanna Salmenkallio. AR-Pavilions have been held in Athens (2017),[40][41][42][43]Istanbul (2017),[44][45][46]Madrid (2017),[47] Berlin (2018)[48][49]and Helsinki (2019).[50][51]
#RiskandRebellion Symposium and Concert, 2021
- RiskandRebellion was a virtual global symposium held in January 2021.[52] It also marked the kick-off of a new Creative Europe-funded project “Artists at Risk – A European Network of Safe Havens (AR-ENSH)”. Notable participants included the Freemuse founder Ole Reitov and sociologist Boaventura de Sousa Santos, from among over 50 panelists, speakers and performers.[53]
Awards and recognitions
- In April 2020, Artists at Risk was included on Collecteurs’ 2020 SUBSTANCE 100 list of “artists, activists, collectives, movements and organizations making a substantial change in the world.”[54]
