Poverty in Tobias Hainyeko Constituency refers to people living in relative poverty in Tobias Hainyeko Constituency. During the last decades, the number of people living in poverty has been increasing. Children are more likely to be poor than adults. There has been a strong increase in the number of poor children. This constituency is situated in Katutura, Windhoek an electoral constituency. Tobias Hainyeko constituency encompasses residents such as Okuryangava, Babylon, One Nation, Okahandja Park, Kilimanjaro, etc.] Tobias Hainyeko Constituency had a population of 45,912 in 2011, up from 34,348 in 2001. The constituency has relatively high incidents of poverty due to a rapid population growth which is due to an inflow of migrants from all corners of the country in search of a better surviving life/employment. The majority of the residents in Tobias Hainyeko Constituency dwells in impoverished overcrowded Ghettos made out of zinc, plastics, tins, boards, etc and the majority of these places have no access to electricity nor proper sanitation. Incidents of sharks fire are highly reported every year in this constituency and its a great concern. The residents appropriate their water from communal taps and they share public toilets or use riverbeds to relieve themselves. Due to the absence of electricity, it is reported that people travel about 5/10 km to collect firewoods to come and prepare daily meals and for lighting reasons.

Unemployment is one of the major causes of poverty in Tobias Hainyeko constituency because most of the residents lack the necessary skills and education to be absorbed into the employment of Markert. Therefore for means of survival, the majority work as street vendors selling food used clothes and selling homemade breweries namely Otombo, Empwaka, etc. The people who work do not earn much, the majority earn a maximum of $1000 per month which is not enough to cater for the whole household. Sound pollution is another concern but Most of these shebeens and shacks in Tobias Hainyeko belong to people who live in town, they belong to people who live in Klein Windhoek, Kleine Kuppe, and those other areas. In 2008 there was a discussion held on matters about the constituency between the then Council of Tobias Hainyeko Constituency Zulu Shitongeni and New Era journalist Alvine Kapitako. The councilor disclosed that there needs a secondary school and a hospital in the constituency which is still pending up to date. The other need is accommodation because people are living in shacks in Tobias Hainyeko and the main problem is the lack of proper housing.”The problem of the people here is unemployment and then drug and alcohol abuse.[1]

Health has always been a great challenge in Tobias Hainyeko Constituency. Health minister Kalumbi Shangula confirmed to The Namibian that hepatitis E cases are increasing in Okuryangava and other informal settlements. From 10 February to 5 April, the Khomas region recorded a total of 182 hepatitis E and Okuryangava had (18) cases,” he said.[2] And HIV is the other biggest problem in the constituency as the number of cases keeps rising. The number of known coronavirus cases in Windhoek’s vulnerable and neglected urban slums rose .rapidly with Tobias Hainyeko Constituency being also one of the most affected according to the Ministry of Health and Social services ."Recommended measures to prevent Covid-19 transmissions such as hand washing, physical distancing, self-quarantine, self-isolation or community-wide lockdowns are often impossible in informal settlements," UN-Habitat warns in a report on informal settlements and Covid-19. With most residents living in small, make-shift houses with poor ventilation and several multi-generational family members, no piped water, or toilets that force them to travel outside the house for these basics, the conditions for the virus to spread are rife.
