Rinat Alexandrovich Evstigneev (Russian: Ринат Александрович Евстигнеев, born July 25, 1994, Gatchina, Russia[1]) is a Russian politician and public figure,[2] founder and leader of the youth public movement "Generation Z" from 2017 to 2022,[3] founder and head of the Gatchina Institute of Integral Studies from 2022.[4][5]

Biography[edit]

Rinat Aleksandrovich Evstigneev was born on July 25, 1994 in Gatchina.[6] After graduating from high school in 2012, he entered the Faculty of International Relations of St. Petersburg State University.[7] In 2016, he graduated from St. Petersburg State University (bachelor's degree) in international relations and world politics, in 2018 he completed his master's degree, and in 2021 he completed his postgraduate studies.[8]

Married in June 2020, wife Maria Evstigneeva, maiden name Bobyleva, sociolinguist, graduate of St. Petersburg State University (specialization) and Durham University (master's degree), member of the youth movement "Generation Z" from 2017 to 2022,[9] Vice President of ANO "Gatchina Institute of Integral Studies" from 2022.[10][11]

Social and political activities[edit]

In 2013 and 2014 he was a participant of the All-Russian Youth Forum "Seliger". In 2015, together with other students of St. Petersburg State University, he was competitively selected for the second convocation of the Youth Board under the Governor of St. Petersburg, where, as a result of the election, he took the position of Deputy Chairman.[12][13]

In 2016, he became a volunteer advisor to the chairman of the Committee for Tourism Development of the St. Petersburg Administration and secretary of the Public Council of the Committee.[14] In the spring of 2017, during the ongoing street actions and protest rallies in Russia, he came up with an initiative to create the St. Petersburg Youth Coordination Council,[15] which was to unite representatives of youth associations and young social and political activists of different political views.[16]

On May 30, 2017, a founding congress was held at the Moskva cinema in St. Petersburg, chaired by Evstigneev, and attended by over one hundred young representatives of various political parties and public organizations. After its establishment, the Youth Coordination Council focused on criticizing both the authorities, whose policies have led to growing discontent, and opposition leaders, who call for street protests that could lead to anarchy and casualties.[17]

During the protests, Evstigneev and the St. Petersburg Youth Coordination Council team provided legal support to young people detained at the rallies by providing legal counseling to those detained at the rallies.[18] In October 2017, together with State Duma deputy Sergey Vostretsov and leaders of various public organizations, he signed a memorandum on countering illegal actions.[19][20]

In 2017, he came up with an initiative to create a youth parliament at the Legislative Assembly in St. Petersburg, but the proposal was not supported by the ruling United Russia party.[21] In the second half of 2017, he founded and headed the Generation Z Interregional Youth Public Movement.[22]

In 2018, he became a member of the public council under the St. Petersburg Culture Committee. In 2018, he worked as deputy co-chair of the St. Petersburg election campaign of Russian presidential candidate Vladimir Putin.[23]

In 2019, he ran for deputy of the Smolninskoye municipal formation in St. Petersburg from the United Russia party.[24] According to the results of 2019 he became a nominee in the rating of TOP-25 most influential persons in youth policy of the Russian Federation according to the news portal Newstes. In 2020, he became a semi-finalist in the All-Russian management competition "Leaders of Russia. Politics".[25]

In early 2023, he was elected curator of the St. Petersburg hub Global Shapers Community. Repeatedly acted as an expert at round tables, participated in programs and gave interviews on topical issues for various media.[26]

Generation Z youth movement[edit]

In 2017, he founded Generation Z, an interregional youth public movement to promote human development, and remained its permanent leader until the organization actually ceased to be active in 2022.[27][28]

The movement had branches in St. Petersburg, Moscow, the Leningrad Oblast and Perm Krai. The organization held lessons using virtual reality technology in schools, foresight sessions in universities, produced educational media content, and developed a mobile application for self-development of young people called Z-Avatar. The organization's activities were financed mainly through various government grants, and the movement itself maintained close contacts with the authorities.[29][30]

In February 2019, the congress of the movement was visited by Yulia Ablets, chair of the St. Petersburg Committee for Youth Policy, and in June 2019, a meeting of the movement's activists with Alexander Bugaev, head of the Federal Agency for Youth Affairs "Rosmolodezh" took place. A number of media outlets, citing opposition activists and anonymous sources, also pointed to the organization's possible connection with businessman Yevgeny Prigozhin and the Patriot media holding, as well as participation in rallies against the opposition.[31][32]

Russia's invasion of Ukraine[edit]

In May 2022, he gave an interview to the political telegram channel Rotunda, in which he called the special military operation a disaster, deplored Vladimir Putin's policies,[33] and called for a speedy end to the bloodshed and saving the lives of people on both sides.[34]

He also announced the name change of the youth movement "Generation Z" due to the letter Z becoming a symbol of the invasion.[35] The interview had a significant media effect and was distributed to many major media outlets, including the leading Italian newspaper La Repubblica. In another interview, Evstigneev noted that the change of the name of the movement was not directly related to his personal position on the "SMO" (Special military operations) and was not a demonstrative gesture, but a collective decision of the participants who did not want to be associated with the current foreign policy, as they are engaged in social, not political activities.

After the renaming, the youth movement actually ceased its active activities.[36]

The precedent of changing the name of the youth organization "Generation Z" against the background of the NWO became part of the subject of a research article on linguistics. In February 2023, by the decree of Ukrainian President V. Zelensky, Evstigneyev was placed on Ukraine's sanctions lists for a period of 10 years.[37]

Gatchina Institute for Integral Studies[edit]

Since autumn 2022, founder and head of ANO Gatchina Institute for Integral Studies, an independent Russian think tank specializing in integral metatheory and issues of social, political, economic and cultural transformation.[38]

Research and development activities[edit]

In 2019 he became a laureate of a research grant of the Russian Foundation for Basic Research. In 2023, he defended his dissertation for the degree of Candidate of Political Science at St. Petersburg State University, the subject of the dissertation "International relations and world politics in the XXI century through the prism of integral metatheory: paradoxes of modernity and the image of the future", supervisor Konstantin Khudoley.[39]

He is the author of a number of scientific publications in the field of international relations and integral metatheory.[40]
