Rule of Law Foundation III, Inc., also known as Rule of Law Foundation, is a non-governmental nonprofit which focuses on helping individuals as they seek safe haven from state-enabled violence or persecution in the People’s Republic of China and across the world, promoting the rule of law throughout China, and eliminating the Chinese Communist Party by bringing about democratic reform in China...[1]

On November 20, 2018, Guo held a conference with his close friend Steve.K.B in New York about the death of Wang Jian in France, who was the former chairman of HNA Group. During the conference, Guo announced the establishment of the Rule of Law Foundation[2] for investigations about Chinese government financial activities as well as those of its supporters and offering financial support for individuals persecuted by the Communist Party of China and forced to flee China.

The organization was formed in conjunction with the Rule of Law Society IV, Inc., which is a registered 501(c)(4) nonprofit[3]

Organization and Finances[edit]

According to the organization’s website, Rule of Law Foundation’s vision is to “permit the people of China to live under a national system based on the rule of law, independent of the political system of the People’s Republic of China.” The organization’s stated mission is to “expose corruption, obstruction, illegality, brutality, false imprisonment, excessive sentencing, harassment, and inhumanity pervasive in the political, legal and financial systems of China[4].”

Kyle Bxxx served as the chairman of the Rule of Law Foundation, the related 501(c)(4). Bass was replaced as chairman by Hao Haidong, who announced the formation of the New Federal State of China with Guo in June 2020[5].

The Rule of Law Foundation was awarded 501(c)(3) tax exempt status on September 24, 2019[3]. A form 990 filed with the Internal Revenue Service reported contributions of $4,210,112 for fiscal year 2019[6]
