The Russian Age Rating System (RARS) is a set of rules governing access to information that harms the health and development of children in the Russian Federation. Introduced on September 1, 2012, after the federal law on the protection of children from information harmful to their health and development came into force.

In accordance with international norms that protect children's rights to safety from information causing them mental, physical and moral harm, the Relevant Legislation has been enacted in the Russian Federation.

In the case of cinema (films and other audiovisual works) there are both the rules of the law (Article 14 of the Federal Law on basic guarantees of children's rights in the Russian and by-laws ("Regulation on the registration of film and video films", approved by the Council of Ministers - Government of the Russian Federation of April 28, 1993 No. 396).

Formation of the Soviet and Russian age restrictions system

During the Soviet period, there was a three-tier system of age restrictions, recorded in the permit issued to each film (domestic or foreign):

  • For any audience (0);
  • For any audience (except for special children's sessions) (6);
  • for those over the age of 16.

There was a measure of refusal to issue permits to the film, which implied not only political motives, but also moral and ethical.

In the late 1990s and early 21st century, at the initiative of Goskino, the Russian Ministry of Culture, the Russian Ministry of Education, the Film Institute and public organizations, the system was revised.

At first (by order of the Russian Ministry of Culture of March 5, 2001 No. 192) two more age categories (12 and 18 years) were added, which is more in line with international accepted practice (e.g., ratings of the American Film Association).

Then, in 2005, at the initiative of teachers and psychologists, another category (14 years) was added.

The modern system of classification of information products

Since September 1, 2012, after the entry into force of the federal law "Protecting children from information that harms their health and development" in Russia, the following age classification of information products has been introduced in Russia:

Information products for children under the age of six (0+)

Information products for children under the age of six [1] may include information products containing information that does not harm the health and/or development of children (including information products that are justified by the genre and/or the plot of episodic non-naturalistic images or descriptions of physical and/or mental violence (except for sexual violence) provided good triumphs over evil and expression of compassion for the victim.)

Information products for children who have reached the age of six (6)

Information products for children over the age of six [2] may be included in the information products provided by Article 7 of this Federal Act, as well as information products containing their genre and/or plot:

  1. short-term and non-naturalistic depiction or description of human diseases (except for severe diseases) and/or their consequences in a form that does not degrade human dignity;
  2. non-naturalistic image or description of an accident, incident, disaster or non-violent death without demonstrating their consequences, which can cause children fear, horror or panic;
  3. non-anti-social and/or crime-inducing episodic depiction or description of these acts and/or crimes, provided that their admissibility is not justified and that negative, condemning attitudes towards the perpetrators are expressed.

Information products for children who have reached the age of twelve (12)

Information products for children over the age of twelve[3] may be included in the information products provided for by Article 8 of this Federal Act, as well as information products containing their genre and/or plot:

  1. episodic depiction or description of cruelty and/or violence (except for sexual violence) without a naturalistic depiction of the process of deprivation of life or mutilation, provided that compassion is expressed towards the victim and/or negative, condemning the attitude towards cruelty, violence (except in cases of protection of the rights of citizens and protected interests of society or States);
  2. image or description that does not encourage anti-social behaviour (including the consumption of alcohol and alcohol-containing products, tobacco, beer and beverages produced on its basis, participation in gambling, vagrancy or begging), episodic mention (without demonstration) of narcotic drugs, psychotropic and/or intoxicating substances, provided that the admissibility of antisocial actions is not substantiated and justified, is expressed negative, condemning and stating the danger of consumption of these products, means, substances;
  3. non-exploitative interest in sex and non-violent or offensive episodic non-naturalistic image or description of sexual relations between a man and a woman, except for depictions or descriptions of sexual acts.

Usually, scientific and non-fiction TV shows or films that children under the age of 12 may not understand, or which seem uninteresting to them, have such an age limit.

Information products for children who have reached the age of sixteen (16)

Information products for children over the age of sixteen[4] may be subject to information products under Article 9 of this Federal Act, as well as information products containing their genre and/or plot:

  1. image or description of an accident, incident, disaster, disease, death without naturalistic display of their consequences, which can cause children fear, horror or panic;
  2. depiction or description of cruelty and/or violence (except for sexual violence) without a naturalistic depiction of the process of deprivation of life or mutilation, provided that compassion is expressed towards the victim and/or a negative, condemning attitude towards cruelty, violence (except in cases of protection of the rights of citizens and protected by law the interests of society or the State);
  3. information on narcotic drugs or psychotropic and/or intoxicating substances, the dangerous effects of their consumption, with the demonstration of such cases, provided that there is a negative or condemnatory attitude towards the consumption of such drugs or substances and indicates the dangers of their consumption;
  4. individual swear words and/or expressions that are not obscene;
  5. not exploiting an interest in sex and not having an abusive image or description of sexual relations between a man and a woman, except for an image or description of sexual acts.

Usually, such an age limit is given to scientific and non-fiction TV shows or films that children under 16 may not understand, or which will seem uninteresting to them. Also, this limitation is usually had TV shows, which set out alternative scientific (including conspiracy theories and marginal) theories, contrary to conventional scientific views.

Information prohibited for distribution to children (18)[5]

  1. encouraging children to commit acts that pose a threat to their lives and/or health, including harming their health, suicide;
  2. to encourage children to use narcotic drugs, psychotropic and/or intoxicating substances, tobacco products, alcohol and alcohol-containing products, beer and beverages produced on its basis, to engage in gambling, prostitution, vagrancy or begging;
  3. denying family values, promoting non-traditional sexual relations and forming disrespect for parents and/or other family members;
  4. containing pornographic information;
  5. containing foul language and other swear words;
  6. information justifying crimes, cruelty and other wrongdoing and depicting the consequences of bloody violence that does not preclude sexual violence;
  7. juveniles who have suffered as a result of unlawful actions (inaction).

The color and shape of the sign is not legally defined. According to Roskomnadzor's recommendation, the color and font of the print mark should be different from the color and outline of the main font. Accordingly, there may be a variety of options, such as a round, square and multi-colored. The classification names may include abbreviations of the RSVR, the Russian Age Rating System and the Russian Age Rating System.

Applying the classification

Information on the age classification of audiovisual works after they are assigned to a film or program is included in the rental certificates issued in due course by the Department of State Registry of the Ministry of Culture. This information is shown on the covers of VHS videotapes and DVD discs, the relevant information is placed in the cashroom halls and on the facade advertising of film-seeing enterprises.

Information about age restrictions on films that have rental certificates in Russia is posted on the official website of the Russian Ministry of Culture and is included in the Register of Film Rental Certificates.

In 2020, the Russian Ministry of Culture issued an order that the books labeled "18" will be stored separately in libraries.
