Simão Ferraz de Campos Neto (Simão Campos) is a Brazilian telecommunication engineer, serving as the Counsellor (head of secretariat) of ITU-T Study Group 16 [1] and of the ITU/WHO Focus Group on Artificial Intelligence for Health (FG-AI4H) [2] and manages the development of multimedia-related technical standards in the Telecommunication Standardization Bureau of the International Telecommunication Union.

Career[edit]

Campos' standardization experience started in 1989 with voice compression standards and the development of the ITU Software Tool Library (1991 to 2002).[3]

In 1997, Campos was selected as chairman of Working Party 3/16 in ITU-T Study Group 16 (dedicated to media coding)[4] and elected vice-chairman of the same study group in 2000.[5][6] Campos joined the secretariat of the ITU Standardization Sector in 2002 as Counsellor for ITU-T Study Group 16 managing standardization work on multimedia, which includes audio and video coding, accessibility/human factors, digital health, ITS, IPTV and digital signage. He is the head of the secretariat for the ITU-WHO Focus Group on Artificial Intelligence for Health since 2018, which develops a generalizable framework for benchmarking artificial intelligence-based health solutions.

As Counsellor, Campos oversaw the development of some notable technical standards, including Primetime Emmy Awards recipients H.264 AVC,[7] H.265 HEVC and JPEG;[8][9] as well as ITU/WHO H.870 Safe Listening Devices, ITU/WHO F.780.2 Requirements for Accessible Telehealth Services and H.810 series Continua Design Guidelines.

He has a long experience in standardization, having started with voice compression standards in 1989. Prior to joining ITU, Campos was a Scientist at COMSAT Labs in the US and a researcher at the Brazilian telecommunication research institute CPqD.[10]

A Senior Member of the IEEE, Campos authored several academic papers and position papers, served in the review committee of several IEEE-sponsored conferences, and organized the first ITU Kaleidoscope Conference in 2008 [11] [12][13]
