Thomas J. Serra is a Democratic American politician. Serra was elected Mayor of Middletown, Connecticut in November 1995.[1] In 1993, Serra ran against then incumbent mayor, Maria Madsen Holzenburg and lost. In 1995 Serra defeated Holzenburg.[2]
