UNESCO Recommendation on OER

The UNESCO Recommendation (40 C/32) on open education resources (OER) was unanimously adopted on 25th November 2019 by the UNESCO General Conference at its 40th session.[1] The Recommendation supports the creation, use and adaptation of inclusive and quality OER, and facilitates international cooperation in the implementation of OER.

The approval of the Recommendation signifies the recognition of the concept of OER and its potential in education by governments around the world. Only seven of the 34 Recommendations adopted since 1945 relate to education. The Recommendation is the only existing international standard-setting instrument on OER.

The Recommendation on OER is a culmination of over a decade of efforts by stakeholders.[2]

The Recommendation outlines five Areas of Action:

  1. Building the capacity of stakeholders to create, access, re-use, adapt and redistribute OER;
  2. Developing supportive policy for OER;
  3. Encouraging inclusive and equitable quality OER;
  4. Nurturing the creation of sustainability models for OER; and
  5. Promoting and reinforcing international cooperation in OER.[3]

According to UNESCO, the adoption of the Recommendation is a critical to building more open and inclusive knowledge societies and towards the achievement of the UN 2030 Agenda for Sustainable Development.

UNESCO has established the OER Dynamic Coalition to facilitate international and regional cooperation in implementing the Actions of the OER Recommendation.[4]
