Varsha Dongre was a deputy superintendent at the central jail of the city of Raipur in the state of Chhattisgarh, India. She was suspended from that post following her Facebook post which alleged that the state security personnel indulged in widespread torture of jawans[disambiguation needed], Maoists, and sexual abuse of minor Adivasi girls in the prisons.[1][2][3]

2003 PCS controversy[edit]

In 2003, Varsha Dongre appeared for the Chhattisgarh Civil Services examination but was not selected. However, in 2004, Varsha cleared the same examination and was posted as an Assistant Jailer. She filed a petition[4] in 2006 alleging corruption and favouritism by the Chhattisgarh State Public Service Commission in the recruitment for 147 civil services posts in 2003.[5] In August 2016, the Supreme Court found her allegations Valid and ordered for a “fresh” merit list to be prepared. It also directed the commission to pay Rupees five lakh to her as legal expense and Rupees one lakh each for the other two petitioners. The tenacity and Persistence of the Petitioners, especially that of Varsha Dongre was appreciated by the court, for bringing out the acts of corruption and favouritism.[4]

Facebook post controversy[edit]

In a Facebook post dated April 26, 2017, Dongre wrote about the general displacement in adivasi areas and alienation of adivasis from land, forests and rivers, in violation of constitutional safeguards, for corporate interests which is a violation of the 5th Schedule of the Indian Constitution. She also shared her horrifying first-hand experience of witnessing the stripping, electric shock, sexual and other forms of torture of minor adivasis girls in the police stations and jails.[6]

Following the Facebook post, Dongre was suspended by the Chhattisgarh state government on May 6, 2017 on the grounds of “indiscipline and violation of service rules”.[7] She was issued a suspension letter signed by the director general of police (Jail administration), Raipur, Chhattisgarh with charges as follows: “Miss Varsha Dongre, assistant jail superintendent, Raipur central jail is suspendedwith immediate effect for irresponsibly spreading wrong and misleading facts in media and remaining absent from her duty in an unauthorised manner. She is entitled to a salary as per official suspension norms and will be posted at the Ambikapur central jail during her suspension”. The preliminary investigative officer was given seven days to probe her social media post but the officer, who handed over a 32-page notice to her, gave her only two days to file her reply.Varsha had, however, sent a 376-page reply to him. [7] She was later posted to the Ambikapur Central Jail, Chhattisgarh.[8]
