Volodymyr Volodymyrovych Prokopiv (Ukrainian: Володимир Володимирович Прокопів) is a Ukrainian politician, Deputy Head of the Kyiv City State Administration.[1], Secretary of the Kyiv City Council (2015-2020)[2][3], Member of the Kyiv City Council of VII-IX convocations[4], the head of the European Solidarity in the Kyiv City Council[5]. Candidate of Chemical Sciences [6], Master of Administrative Management, Radiophysics Specialist and an entrepreneur.

Biography[edit]

Volodymyr Prokopiv was born on the 21st of August, 1983 in Ivano-Frankivsk city in a family of scientists.

Education[edit]

In 2000 Volodymyr Prokopiv graduated from Ivano-Frankivsk Natural Sciences and Mathematics Lyceum. Then he entered the Vasyl Stefanyk Precarpathian National University, where in 2005 obtained a diploma in Radiophysics and Electronics and got a qualification of a specialist in Radiophysics.[7]

During his studies he was the chairman of the trade union bureau of the Physics and Mathematics Faculty, and was repeatedly the captain of the KVN team of the university. He was recognized as a winner of the All-Ukrainian competition for the defense of scientific works[8] of the Junior Academy of Sciences of Ukraine.

In 2005 Volodymyr Prokopiv entered the West Ukrainian National University, where in 2007 he obtained a master's degree in Administrative Management and a qualification of administrative activities manager.[9]

In 2012 he defended his dissertation and received the degree of Candidate of Chemical Sciences[10] at the Vasyl Stefanyk Precarpathian National University.

In 2013 he entered the Yaroslav Mudryi National Law University, where in 2016 he received a bachelor's degree in jurisprudence with a bachelor's degree in law.[11]

Career[edit]

He began his career in April 2005 as a director of the representative office of an insurance joint-stock company "OSTRA", Kharkiv [12]. In October 2005, he was transferred to the position of a Deputy Chairman of the Board of the same company in the Kharkiv region.

In June 2006 he became an assistant-consultant to a People's Deputy of Ukraine Anatoliy Matvienko[13]

In April 2007, he was appointed a Chief Specialist of the Health, Labor and Social Policy Department of the Main Division for Family and Youth Affairs of the Kyiv City State Administration. In May he was transferred to the position of the Deputy Head of this Department, where he worked until December 2009.[14]

In May 2010 he continued his activity as an assistant-consultant of the Member of Parliament of Ukraine Anatoliy Matvienko.[15]

In February 2014, he was appointed a leading specialist of the Department for Land Legislation Compliance of the Division for Control over the Use and Protection of Lands at the Agriculture State Inspectorate of Ukraine [16]. In March he got the position of the Deputy Head of this Department.

Political activity[edit]

Volodymyr Prokopiv began his social activity during his student years. In 1999 he founded and headed the NGO "Ekosvit" that dealt with environmental issues in the Carpathians. He was a member of the National Youth Council of Ukraine. Later, he became a member of the Central Council of the Ukrainian Republican Party "Sobor". During the Orange Revolution, in 2004, he was elected the head of the youth election headquarters of a coalition "The people's power" in the Kharkiv region.[17]

May 25, 2014 Volodymyr Prokopiv was elected a deputy of the Kyiv City Council of the VII convocation on the list of the Ukrainian Democratic Alliance for Reform party, which gained 40% support.[18]

In the Kyiv City Council, Volodymyr Prokopiv was elected a co-chairman of the Ukrainian Democratic Alliance for Reform faction, and also headed the Kyiv City Council's standing the commission on urban planning, architecture and land use.[19]

October 25, 2015 Volodymyr Prokopiv was elected a deputy of the Kyiv City Council of the VIII convocation.[20]

In December 2015 he was elected a Deputy Mayor – the Secretary of the Kyiv City Council.[21]

On February 29, 2016, he was elected to the Ukrainian delegation to the Congress of Local and Regional Authorities of the Council of Europe for 2012-2016[22]. On August 29, 2016 he was re-approved as a member of the delegation for 2016-2020 and became its head.

By results of the local elections of 2020, he became a deputy of the Kyiv City Council again (from European Solidarity).[23]
