Vula Tsetsi (Paraskevi "Vula" Tsetsi, Greek: Παρασκευή "Βούλα" Τσέτση, Greek pronunciation: [paraske'vi 'vula 'tsetsi]) is a Greek urban and regional planner. She has worked in the Greens/EFA Group in the European Parliament since 1989, serving since 2004 as the Secretary General[1] of the Greens/European Free Alliance Group. As Secretary General, it is her responsibility to prepare and implement the decisions on the organisation and political work of the Group.
On the 10th of November 2019, at the 30th Council Meeting of the European Green Party (EGP) held in Tampere, she was elected Executive Committee Member of the European Green Party.[2] In this capacity, she focuses on actively working with Green Member Parties and partners in Southern EU Member States, with the aim of reinforcing the political ecological space in this region.
Personal and educational background[edit]
Vula Tsetsi was born in Athens, Greece. She grew up in the Ioannina region and holds a PhD in Regional Planning from the Institute of Architecture of Università Iuav di Venezia.
Vula is a mother of two. Her native language is Greek and she is fluent in English, French and Italian.
Professional career[edit]
Vula started her career in the European Parliament in 1989 as a Parliamentary Assistant to Virginio Bettini,[3] elected through the list of the Verdi Arcobaleno Party to the Green Group in 1989. She worked on issues related to the Committee on Regional Policy, Regional Planning and Relations with Regional and Local Authorities.
In 1990, she started working for the Green Group as a Regional Affairs Advisor, a position she held until 1995. Following that, she was elected Deputy Secretary General of the Green Group, a mandate held until 1999. In 1999, the Green Group merged with the European Free Alliance to become the Group of the Greens/European Free Alliance, to which Vula was elected Co-Secretary General. In 2004, she was elected Secretary General of the Group, a position in which she was reconfirmed in 2009, 2014 and 2019.
In November 2019 she was elected Executive Committee Member of the European Green Party[4] at the 30th Council Meeting held in Tampere, Finland. She is notably responsible for liaison relations with member parties of the EGP[5] in the South of the European Union.
EGP Executive Committee Member[edit]
In her role as EGP Executive Committee Member, Vula’s priority is to actively work with Southern Green member parties, to strengthen and fully develop the potential of the European Green movement in these regions. It is her objective to especially strengthen the links between the European level and Green Parties not represented in the European Parliament.[6]
She works as well on strengthening the links between the European Green Party and other parts of the European Green political family, namely with the Greens/EFA Group, the Federation of Young European Greens and the Green European Foundation.
Coming from Greece and having witnessed the detrimental effects of the financial and economic crisis, especially in several countries in Southern Europe, Vula advocates for an ecological transition which is inclusive and socially just. She further advocates for a strong European solidarity as an answer to the Covid-19 pandemic, and a more active role for the EU on health and crisis resilience, as well as ambitious and sustainable Recovery Plans focusing on the Green and Social transition.[7]
Having close personal and political links to Italy, she also plays a crucial role in the enlargement of the new ecological political space in Italy.
Quotes and political positions[edit]
"The Green Agenda is at the core of our mission: A Green Europe of the Future that protects the environment. But the Green agenda is also about protecting the health of its citizens, about energy independence as well as safe and good jobs for the future. We stand for European solidarity, when it comes to economic and social crises as much as with refugees. And we stand for a EU that protects the individual democratic rights of each and every citizen and of the minorities. The youth movements, the street protests fighting for equality and global justice, feminist and LGBTI groups, Green entrepreneurs, intellectuals and democracy activists: they prove that people are able to stand up and create a new political dynamic."
— 30th EGP Council, 8 November 2019, EGP Committee candidate speech
“Environmental justice also means social, fiscal justice and equal opportunities. The concerns of our everyday life are today linked to our Green priorities: it is the moment to politically translate the solutions we Greens have developed into political reality to meet the expectations of the citizens."
— L’Espresso, 21 March 2021, “I verdi non sono la sinistra dei ricchi”[8]
"With the Recovery Fund, the European Union has put in place a real instrument for solidarity and for investments. NextGenerationEU offers this possibility. If this works well, we should see if it can be transformed into a permanent tool for solidarity and sustainable investments."
"We know that the world cannot go on with old models; we need new models based on four aspects: ecological, economic, social and fiscal justice. Especially in the South of Europe, young people need real alternatives and new political answers. At the national, but also local and regional levels, Greens show that we can successfully develop and implement a different path of action."

“All too often public investment is not well spent: still too much money goes into the financing of fossil fuels or into an industrial agricultural production model. And sadly, also EU funds are not exempt from being used for backward looking priorities, rather than Green and social progress. The “do no harm principle” is an important objective but still not a reality everywhere.”
