Bihar, one of the most populous states in India, is home to a large number of young people. With over 50% of its population under the age of 25, Bihar has a tremendous potential for economic growth. However, the state has struggled with high levels of unemployment, particularly among its urban youth population.

Child marriage has declined over one and a half decades, however, it the incidence remains high in Bihar with around 41% of the women in the age group of 20-24 marrying before 18. The objective of this analysis is to study and trace the trends in the practice of child marriage in Bihar.

Bihar has a total literacy rate of 69.83%. Overall Male and Female literacy rate is 70.32% and 53.57% respectively. Total Rural literacy rate is 43.9%. In rural areas of Bihar, Male and Female literacy rate is 57.1 and 29.6 respectively.

All these teachers were appointed through tests conducted by Bihar Public Service Commission (BPSC) and well, they have every right to say, “Ham BPSC dwara bahal shikshak hain; kewal degree dikhakar naukri lene wale nahin (we have been appointed by BPSC, and aren’t just degree holders).”

Bihar is a land of wisdom. The Department of Education , Bihar is responsible for preserving the glorious history of the state as used to be in the golden era of Nalanda University and Vikramshila University. The department is concerned with providing education and setting up related frames and infrastructure across the state. With five directorates and several apex bodies, the department has been working to create facilitative environment in which youth, women and others would explore their knowledge and skills by pursuing primary, secondary, higher and mass education.With the implementation of The Right of Children To Free and Compulsory Education Act or Right To Education Act (RTE), the Department of Education aims to ensure free and quality primary education to all children in the age group of 6-14 years in the state and has initiated several innovative schemes like Sarv Shiksha Abhiyan, Mukhyamantri Balak & Balika Cycle Yojana, Mukhyamantri Paribhraman Yojana,Mukhyamantri Poshak Yojana, Mukhyamantri Smagra Vidyalaya Vikas Yojana, Mukhyamantri Protsahan Yojana.

1.2 According to 61st Round of National Sample Survey, 2004-05, child workforce in Bihar was estimated at 3.64 lakh. The most prevalent forms of child labour in the State are employment in hotels/dhaba and as domestic 1 Page 2 workers etc.
