Dr. Sanjay Kumar Lal (born 29 July 1969) is an Indian Civil Servant who belongs to the 44th batch of Bihar Administrative Service (BAS) officers from Dhanbad, Jharkhand.[1] He is currently serving as the new Officer on Special Duty (OSD) to the Chief Secretary of the Government of Bihar in the Cabinet Secretariat Department.[2] Dr. Lal was the 2002 batch 44th BPSC - Combined Competitive Examination (CCE) topper, securing an All-India Rank (AIR) of 3 on his First Attempt.[3] Sanjay is known for his law & order management, Public Administration, Strategic Planning & Public Dealing

Early life and education[edit]

Lal was born on 29 July 1969, in Dhanbad, Jharkhand,[3] into a Chitraguptavanshi Kayastha family. He completed his matriculation from DAV High School, Katras and his Intermediate in Arts (I.A.) from Patna College. After graduating from Patna University with a Bachelor of Arts with Honours (B.A. Hons) in Sociology in 1991, Lal took the Jawaharlal Nehru University Entrance Examination (JNUEE) in 1992 and received an All-India Rank (AIR) of 14 in Politics: International Studies. and then he did a Master of Arts (M.A.) in Politics: (International Studies), Master of Philosophy (M.Phil),[4] and Doctor of Philosophy (Ph.D.) in International Relations with specialization in (South-East Asia & South-West Pacific Studies) from the Centre for Indo-Pacific Studies (CIPS), The School of International Studies (SIS), JNU, New Delhi awarded on March 2002. In 1995, he also qualified for the UGC National Eligibility Test-Junior Research Fellowship (NET-JRF) in History. Due to his high academic performance, he received a fully funded scholarship from JNU to study Australian Economy & South-East Asian Geopolitics, International Relations and Affairs at Curtin University, Perth, Australia, in 2000. & after getting into Bihar Administrative Service (BAS) in 2005, he pursued Foundation Course & Phase-I training as an Officer Trainee from Administrative Training Institute Bihar (Renamed as Bihar Institute of Public Administration and Rural Development - BIPARD)

Career[edit]

Lal began his career as senior deputy collector.[3] In 2005, He was first posted as executive magistrate in Bihar Sharif District and then of Samastipur and Gaya from 2007 to 2011. He was appointed as executive officer of the Nagar Parishad in Arwal in 2011 and, in 2013, Lal was appointed as chief executive officer of Nagar Panchayat in Bodh Gaya.[5][6] After that Lal has served in various positions in the Government of Bihar as assistant director of The Bihar Tourism Department, Sub-Divisional PGRO, Banka and deputy secretary in the General Administration Department (GAD).[7] On 21 April 2022, Lal took charge as the new Officer on Special Duty (OSD) to the Chief Secretary of Bihar currently Amir Subhani.[2][1]
