The First Republican Government of Albania was the first government formed after the proclamation of the Albanian Republic on 1 February 1925. It remained in office until 23 September 1925 and operated under the presidency of Ahmet Zogu, who had been elected as the first President of Albania by the Constituent Assembly.

This government marked a decisive shift in Albania’s political system, transitioning the country from a provisional parliamentary framework to a centralized republican state. Its primary goals were the consolidation of internal security, the reorganization of public administration, and the stabilization of state finances following years of political turmoil and institutional fragility.

Although Ahmet Zogu did not formally hold a ministerial portfolio within this cabinet, he exercised strong executive authority as President, significantly influencing government policy and direction.

First Republican Government
Petro Poga – Minister of Justice
Mufid Libohova – Minister of Finance and Minister of Foreign Affairs
Ceno Kryeziu – Minister of Internal Affairs
Kostaq Kotta – Minister of Public Works and Agriculture; Acting Minister of Internal Affairs

Political context

The formation of the First Republican Government followed the defeat of the reformist forces associated with the June Revolution and the restoration of conservative political dominance. The new republican institutions concentrated power in the executive branch, reflecting Ahmet Zogu’s strategy of political stabilization through strong centralized authority.

This cabinet laid the groundwork for subsequent constitutional reforms and administrative restructuring, which would culminate in Albania’s transformation into a monarchy in 1928, with Ahmet Zogu crowned as King Zog I.
