Ablyatif Rustem (Rüstem Mamutoğlu Ablâtif) (December 3, 1964 - September 24, 2022) was a Ukrainian Crimean Tatar public figure, political scientist, expert on ethnopolitics, member of the public organization "Crimean Institute of Civil Society".[1] Chairman of the Council of the public organization "Arbiy vie vetanperverlik birligi "Devlet Giray" edek takim". Doctor of Philosophy in History (2022).

Biography[edit]

Born on December 3, 1964, in Odessa. In 1983, he graduated from the Maritime Technical University No. 17 with a degree in "motorist-sailor". He worked on the ships of the Black Sea Shipping Company. In 1991, he graduated as an external student from the Odesa State Maritime Academy.

He taught at the Ivan Franko National University of Lviv, the Lviv Regional Institute of Public Administration and the Ukrainian Catholic University. Together with a group of Lviv political scientists and lawyers, in 2014 he developed the draft law "On the rights of indigenous peoples of Ukraine", which was sent to the Cabinet of Ministers of Ukraine and the Verkhovna Rada of Ukraine.[2]

From September 2015 to April 2016, he took an active part in the Civil Blockade of Crimea, which was organized by Crimean and Ukrainian patriotic public organizations to stop trade and energy supply to the temporarily occupied territory of the Autonomous Republic of Crimea. Performed the duties of the GBK coordinator at Chaplinka checkpoint.[3]

In March 2016, together with like-minded people, he founded the public organization "Arbiy ve Vetanperverlik Birligi "Devlet Giray" yedek taqımı" which is the preparation of Ukrainian citizens for military service and the unification of Crimean ATO participants.[4]

In January 2015, he joined the ranks of the Viking Volunteer Corps. From July 2016 to January 2018, he participated in the Anti-Terrorist Operation in the East of Ukraine as part of one of the volunteer units of the Volunteer Ukrainian Corps. In accordance with the decision of the Lviv Regional Council dated September 13, 2016 No. 203, in September 2017 he was recognized as a "volunteer fighter of the ATO". By the decision of the interdepartmental commission for consideration of materials on recognition as participants in hostilities and payment of one-time monetary assistance in case of death (death) or disability of a volunteer and some other categories of persons in accordance with the Law of Ukraine "On the Status of War Veterans, Guarantees of Their Social Protection" dated 06.25.2020 r. No. 3/III/7/1 was granted the status of "participant in hostilities", about which the Ministry of Veterans Affairs of Ukraine issued a corresponding certificate.

In 2017, the book of the Ukrainian writers Kapranov Brothers "Maidan. Secret files", one of whose heroes was R. Ablyatif.[5] In 2019, a book about volunteer soldiers "Heroes of Modernity" was published, one of the heroes is also R.Аблятіф Archived 2019-06-01 at the Wayback Machine.

In 2022, he defended his thesis "The Crimean diaspora of Turkey in the process of the repatriation of Crimeans to the historical Motherland (late 1980s - early 2000s)" at the Ivan Franko National University of Lviv and obtained the scientific degree "Doctor of Philosophy" in History.[6]

On February 25, 2022, he joined the ranks of the Armed Forces of Ukraine and defended the state in the ranks of the 24th Separate Mechanized Brigade named after King Danylo.[7]

On September 2, 2022 – 3 weeks before his death — he was awarded the degree of Doctor of Philosophy in History and Archeology.[8]

On September 24, 2022, he died during battles with the Russian invaders in the Kherson region.[9]

He spoke Crimean, English, Russian, Turkish and Ukrainian languages. He is survived by his wife and two children.

Awards[edit]

On the occasion of the 25th anniversary of the Independence of Ukraine, at the request of the Lviv public and the submission of the Lviv Regional State Administration, by Decree of the President of Ukraine Petro Poroshenko of August 19, 2016 No. 336/2016 "On Awarding the Medal of the President of Ukraine" he was awarded the medal "25 Years of Independence of Ukraine".[10]

On July 24, 2017, by order of the head of the military-civilian administration of the city of Avdiivka, Donetsk region, Colonel P.V. Malikhin was awarded the commemorative award "For the Defense of Avdiivka".[11]
