Ala Mazen Nuseibah (Arabic: الاء مازن نسيبة) is a Palestinian project management specialist, academic, and former consultant to the Palestinian Minister of Telecommunications and Information Technology.[1][2] She is recognised for her leadership in digital transformation and innovation, notably co-presenting the launch of Palestine's national government X-Road data-exchange system alongside Estonian representatives.[3] Her career spans high-impact initiatives across government, industry, and international study programmes, with a focus on connecting public sector modernisation to global expertise.[1]
Early life and education
Nuseibah was born in Jerusalem into the Nuseibeh family, a prominent Palestinian family historically based in the Sheikh Jarrah neighbourhood. Notable members of her extended family include Anwar Nusseibeh, Zaki Nusseibeh, and Sari Nusseibeh. She graduated from the Arab American University in 2010 with a Bachelor of Science in Management Information Systems and a minor in Finance, earning a GPA of 3.99 out of 4 and ranking first among graduates nationwide.[1][4][5] She was honoured by the Palestinian Ministry of Higher Education for her achievement.[1]
She received a DAAD scholarship to pursue a master's degree in Project management, specialising in IT, at the Dortmund University of Applied Sciences and Arts in Germany.[6]
Career
Government and e-government leadership
During her master's studies, Nuseibah worked as a project manager assistant at RWE Innogy, a renewable energy company in Germany.[1]
In 2014, she served as a consultant to the Palestinian Minister of Telecommunications and Information Technology, where she contributed to the development of national digital services. In February 2015, she co-presented the government X-Road data-exchange system with Estonian counterparts, a platform designed to streamline interagency collaboration and improve citizen access to services.[1][2][3] She also lectured in Project management at Birzeit University during this period.[1][2]
Digital transformation and innovation leadership
From 2016, Nuseibah pursued doctoral research co-supervised between the University of the Basque Country and FH Dortmund, focusing on managing publicly funded collaborative projects. She has presented her findings at international conferences and published in peer-reviewed proceedings.[7][8]
At FH Dortmund's Institute for Digital Transformation of Application and Living Domains (IDiAL), she worked on European-funded projects in digital ecosystems, innovation, and applied technology.[7][9][10] She also contributed to the organisation of international research events, including the International Research Conference (IRC 2017) in Dortmund.[11]
Teaching and international engagement
Nuseibah has taught in the European Master's in Project Management (EuroMPM) programme at FH Dortmund, delivering courses in quality management and information & knowledge management.[10] She has also been a guest lecturer at the Norwegian University of Science and Technology (NTNU), Kaunas University of Technology in Lithuania, the Catholic University of Leuven in Belgium, and the University of the Basque Country.[1][10]
