Andrzej Sztando
Andrzej Sztando (pronounced [ˈandʐɛj ʂtaˈndɔ]; born 10 February 1971 in Jelenia Góra, Poland) is a Polish economist, habilitated doctor in management science specializing in strategic management of local and regional development...[1]; author of new tools of this management and the development strategies for Polish gminas (communes, cities), poviats (counties) and voivodships (provinces)[2][3]; associate professor at the Wroclaw University of Economics[3]; councillor and deputy chairman of the Jelenia Góra Poviat Council for terms 2010-2014[4], 2014-2018[5].
Biography[edit]
In 1995 he graduated from the Faculty of Regional Management and Tourism in Jelenia Góra at the Wroclaw University of Economics. During his studies he became an assistant at the Department of Regional Economy of this faculty. In 2000, on the basis of the dissertation entitled "Areas and tools of the impact of local self-government on economic entities", he obtained the degree of doctor of economic sciences (Ph.D.) and was promoted to assistant professor. In 2018, on the basis of the scientific achievement titled "Supralocal perspective of local development strategic governance on the example of small cities", he was awarded a habilitation degree in management science. This year he was also promoted to associate professor and moved to the Department of Spatial Economy and Self-Governed Administration at the Faculty of Economic Sciences of the Wrocław University of Economics. As a visiting professor and guest lecturer, he lectured, among others on: University of Bologna, Stockholm University, University of Las Palmas de Gran Canaria, University of Jember, University of Campinas, University of the Witwatersrand, University of Johannesburg, University of Zululand, North-West University, University of National and World Economy, P.A. College, Integrated Business Faculty[3].
Scientific research area and results[edit]
His researches are devoted to the management of local and regional development and were mostly carried out underway this management, mainly the construction and implementation of development strategies for self-government' units, ie.: municipalities (gminas, communes, cities), districts (powiats, counties) and regions (voivodships, provinces)[6]. He developed innovative, currently used in Poland: model procedures for the construction and implementation of local and regional development strategies[7][8][9], rules for drawing up development plans of self-government units[10], territorial strategic analysis SWOT Plus[11], methodology for measuring the results of urban revitalisation programs[12]. He brought new knowledge to the management science, including on: supra-local perspective of local development strategic governance in Poland[2], contemporary barriers to this governance[13][14], motivation of the authorities to this governance[15][16], failures in this governance and ways to avoid them[17][18][19][20]. He formulated legislative guidelines for improvement of local and regional development governance in Poland[21][22]. He defined the concepts of: local development[23], local development strategy[24], local development policy[22] and strategic management of local development[24]. He is the author and co-author of over 100 peer-reviewed scientific publications[1][3][25].
Application of scientific research results[edit]
His research results are utilized by scientists and public managers in Polish practice of strategic management of local and regional development, e.g. in: Podlaskie 2020 - Regional Strategy of Nanotechnology Development[26]; Integrated Development Strategy for the Functional Area of Oder Communes[27]; Long-term Development Strategy for the Kleszczów Commune for the years 2016-2030+, which is the wealthiest commune in Poland. By himself, he implements a.n. results by developing and co-implementing strategies and other plans for the development of Polish gminas (communes), poviats (counties) and voivodships (provinces). Awards[edit]
In 2012 and 2013 he was selected by students of the Faculty of Economics, Management and Tourism of the Wrocław University of Economics as the best specialist among the faculty employees..[30]. In the years 1997-2018, a 15-time winner of an individual award for scientific achievements and their practical application, awarded by the rector of this university. In 2010, he was awarded the Bronze Medal for Long Service[3]
