Bayazet Center, full name: "Bayazet" Armenian Analytical-Research Center.[1] (Armenian: «Բայազետ» վերլուծական-հետազոտական հայկական կենտրոն, Russian: "Баязет" Армянский Аналитический Исследовательский Центр) is an independent non-governmental organization founded in 2021 in Gavar and is the first ThinkTank[2][3][4] of Gegharkunik region.
The organization conducts sociological research[5][6], analyses[7][8], interviews[9][10], and translates[11], edits and publishes informational articles on educational, scientific, cultural and other topics. The activity of the Bayazet Center contributes to the development of the research sphere in the Gegharkunik region, the actual decision-making at the level of Local self-government bodies and at the state level through the research, analytical works, and informational publications.
The Bayazet Center involves volunteers in its work, providing them with a unique opportunity[12] of exchange of experience, self-development, involvement in research and self-education․
HISTORY
On January 29, 2021, the Constituent Assembly[13] of the Bayazet Center was convened in Gavar, the regional center of Gegharkunik, which was attended by the founders of the organization: Secretary-General Vahram Hoveyan, Council members Marusya Hovhannisyan and Tigran Chandoyan.
On February 10, 2021, the Agency of the State Register of Legal Entities of the RA granted "Bayazet" Armenian Analytical-Research Center the status of a non-governmental organization (NGO)[14]
On 1 July 2021, at an extraordinary session, Hasmik Israelian was elected as the third member of the Board of the Organization, and the President of Council at the Free Fly Social-Economic Development Foundtion Vardan Gareyan was elected as the first member of the Audit Commission.
As of September 19, 2022, Bayazet Center includes 17 young people from Armenian universities and research centers.
ACTIVITY
The main activities of Bayazet Center can be grouped into 4 main spheres:
Research
Bayazet Center conducts studies and analyzes at the intersection of political science, economics and sociology, which help Armenian civil leaders, policymakers and society to understand and solve the main problems of Armenian society, which contain a number of challenges. The works are reviewed and guaranteed by research institutes and well-known specialists in the field, then printed and published on the official website of the Center. The organization provides an opportunity for people engaged in research work to stay in the region and have a paid job.
Librarian work
The library of Bayazet Center is the largest non-state, public library in the Gavar community, which creates the necessary conditions for collecting, processing and making books available to readers in all possible ways. As of September 2022, the library has 6,800 books and 87 active readers.
Awareness
Bayazet Center distributes informative materials that prepare fertile ground for understanding how the world is changing. The Center carries out and publishes translations from English, French, German and other languages[29], as well as organizes interviews with Armenian and foreign specialists.
Non-formal education
Bayazet Center organizes panel discussions, lectures and informative meetings because it recognizes that formal education systems alone cannot respond to the challenges of modern society and therefore welcomes all reinforcements with non-formal educational practices
STRUCTURE
The management and control bodies of the organization are elective, the right to appoint and dismiss the rest of the positions is reserved to the Secretary-General. In case of irreconcilable disagreements with the Secretary-General, if all the members of the Council are in favor, the General Assembly is called and the question of dismissal of the Secretary-General is discussed.
Assembly
The highest management body of the organization is the assembly of all members or their elected representatives, which has the right to make the final decision on any issue of management and activity of the organization. The Assembly is convened and chaired by the Secretary-General, except for the cases defined by the statute. The Assembly of the Organization can discuss issues and make decisions if more than half of the total number of all members or all delegates of the Organization participate in the Assembly. Decisions are made by a simple majority of votes of the participants of the Assembly.
Secretary-General
The head of the organization's executive body is the Secretary- General, who is elected by the Assembly for a 2-year term. The Secretary-General manages the organization's staff, manages the Organization's current activities, including financial activities, ensures the implementation of decisions and recommendations made by the Assembly, the Organization's Council, and the resolution of all issues related to their activities.
The Assistant Secretary-General coordinates the interrelated work of departments:
- Expert and analytical department
- Translation and editorial department
- Public relations and marketing department
- Department of Human Resource Management
- Department of Information Technology
- Law Department
- Financial department
- Administrative department
Board
The Board is the collegial management body of the organization, whose members are elected by the Assembly for a term of 2 year. The Board approves the Organization's strategic plan and monitors its implementation, as well as discusses and makes decisions on the Organization's membership. The meeting of the Board of the organization can make decisions if at least 1/2 of the total number of members of the council participate in the meeting. Decisions are made by a simple majority of votes of the members participating in the session. The Board of the organization convenes its regular meetings once a month. In some cases, extended meetings of the council may be convened with the participation of the heads of the separate departments of the Organization, as well as other members of the Organization.
Audit Commission of the Organization (AC)
The supervisory function of the organization is reserved to the AC whose members are engaged in protecting the rights of all members of the organization, ensuring the legality of the decisions of the organization's bodies and units
Any member or employee of the organization can submit an application to the AC, if he considers that in the organization:
- decisions were made that violated his rights,
- decisions were made in the Organization that contradict the RA legislation, the Charter of this Regulation
- decisions were made in the Organization that clearly contradict the ideas, principles or goals of the Organization.
Membership
Any citizen of Armenia, as well as a foreigner, who has academic training can become a member of "Bayazet" Center[35]. A person wishing to become a member of "Bayazet" Center submits a written application to the Secretary-General, filling out the application form developed by the organization. In case of a positive conclusion of the Secretary-General, the candidate goes on probation for up to 3 months. At the end of the probationary period, the candidate appears at the meeting of the Board, during which the status of a member is given by voting, or the application is rejected.
