Buford Ray Conley (born 1971) is an American scientist and businessman.

Contributions to the Theoretical Foundation of ABEP

Conley was the first scientist to publish a comprehensive article outlining the concept of atmosphere-breathing ion propulsion (ABEP). His work laid the theoretical foundation for the feasibility of ABEP systems, particularly those operating in the rarefied conditions of low Earth orbit.[1]

Generalization of Child's Law

One of the key contributions in Conley's work was his generalization of Child's Law, which traditionally modeled the flow of charge between an anode and a cathode under the assumption of zero initial ion velocity. Conley's extension of the law accounted for a non-zero initial velocity, a critical factor for ABEP systems. Career

Conley began his investing career at the investment fund Oak Hill Capital and later at Palo Alto Investors.[3][4][5] Later, as Managing Partner of Finance Technology Leverage, he was Executive Chairman of Space Infrastructure Services LLC (SIS) in partnership with Space Systems Loral and DARPA to commercialize a $305 million robotic servicing satellite.[6][7][8][9] He served on the board of directors of Aeries Acquisition Corporation, a publicly listed company[3] and as the CEO of Benetic, a financial services technology company.[10][11]
