Dato’ Sri Ir Chong Ket Pen (born 14 July 1954) is a Malaysian businessmen, civil engineer, educator and philanthropist. He is presently the Executive Vice Chairman and Group Managing Director of Protasco Berhad;[1] a public listed company that operates through six business segments which are road maintenance, construction, property development, engineering services, trading and manufacturing, and education.[2] Under his leadership, Protasco has been registering an annual minimum net profit growth of 15% over the last few years. The company charted another milestone by crossing RM1.06 billion for its financial year 2014[3] and subsequently RM1.3 billion in 2015.[4] In the last 20 years, Protasco has completed more than RM2 Billion worth of road construction and upgrading projects including 14,487 km of federal and state roads.[5]
On 24 October 2001, Chong Ket Pen was awarded with the “Darjah Kebesaran Mahkota Pahang Yang Amat Mulia” – ‘Darjah Indera Mahkota Pahang’ (DIMP) by Kebawah Duli Yang Maha Mulia Sultan Haji Ahmad Shah Al-Mustain Billah Ibni Al-Marhum Sultan Abu Bakar Ri’ayatuddin Al-Muadzam Shah, the Sultan of Pahang.[6]
Later in 26 November 2013, he was bestowed with “Darjah Kebesaran Sultan Ahmad Shah Pahang Yang Amat Dimulia” – ‘Peringkat Pertama Sri Sultan Ahmad Shah Pahang (SSAP)’ which carries the title of Dato' Sri on the Sultan of Pahang’s 83rd birthday. It is the highest recognition granted by a Sultan on the top most deserving recipients for their enormous contributions to the nation or state.[7]
In 2015, Chong Ket Pen was also listed as one of the top 20 nominees for the Ernst & Young Entrepreneur Of The Year Award under the Master Entrepreneur category in Malaysia.[8]
Education and Career[edit]
Chong Ket Pen graduated with a Bachelor of Engineering (Hons) degree from the University of Malaya in 1979. In 1984, he joined the Institute of Engineers Malaysia (IEM). He became a registered Professional Engineer with the Board of Engineers Malaysia and a member of the United Kingdom’s Institution of Civil Engineers (ICE) in 1985. In 1987, Chong Ket Pen officially became a Chartered Engineer under the United Kingdom’s Engineering Council. He further obtained his Masters of Philosophy (Civil Engineering) from the University of Birmingham, United Kingdom in 1990.
Chong Ket Pen began his career as a Road Design Engineer cum Assistant Project Engineer with Public Work’s Department (JKR), Kelantan in 1979. In 1982, he was promoted to Project Engineer and subsequently went on to become a Senior Engineer in 1984 at the JKR Headquarters’ Design and Research Branch in Kuala Lumpur. In 1988, he joined JKR’s Institute of Training and Research (IKRAM) as the Senior Pavement Research Engineer for two years and was later assigned as Senior Engineer for Pavement Evaluation and Research.[9]
After 12 years of public service, Chong Ket Pen decided to venture out on his own. He started an engineering consultancy firm in 1991. In 1997, he became the Founding Director of Kumpulan Ikram Sdn Bhd (KISB) where he focused on research and development of Geotechnical Engineering, Pavement Engineering and Transportation & Road safety. He also formed a private infrastructure institution in 1998 known as Ikram College of Technology under the KISB group.
Chong Ket Pen later hired by a Malaysia businessman and major shareholder (beneficial owner) to co-found Protasco Berhad together with Hasnur Rabiain Bin Ismail which was listed on the Main Board of Bursa Malaysia in 2003. Chong serves as the joint Managing Director until 25 June 2012, where Protasco beneficial owner redesignated his position, and later regain his position on December 2012 after the substantial shareholder sold major controlling shares of Protasco to new investors. Chong was a 15.5% shareholder when he was redesignated and removed from his power on 25 June 2012. [10]
Working for Protasco former owner as the company’s Managing Director, he made it a one-stop integrated infrastructure centre specialising in road maintenance, construction, property & infrastructure, engineering services and consultancy, education, trading & manufacturing.[11]

De Centrum City[edit]
In 2014, Chong Ket Pen announced a new township called De Centrum City located in the south side of Kuala Lumpur featuring an urbanised lifestyle with modern and dynamic products. The project is estimated to have a gross development value (GDV) of RM10 billion. De Centrum City is built on a 100-acre tract in Kajang, comprising high-rise residences, shop offices, small offices/home offices (SoHo), office suites, retail lots, hotels and a convention centre. The first phase was launch at the end of 2012 with 20 serviced apartments, 192 SoHos, 54 shop lots and a 95,000 sq ft shopping mall.[12]
In 2015, researchers reported that Malaysia’s housing market became "severely unaffordable" as the median house price costs 4.4 times more than the median annual household income of an average Malaysian.[13] With that mind, Chong Ket Pen announced that company will focus on providing affordable homes within De Centrum City. Its next launch, slated for the second quarter of 2017, will offer units of 500 to 600 sq ft priced at RM300,000 to RM350,000 respectively.[14]
Infrastructure University Kuala Lumpur[edit]
Infrastructure University Kuala Lumpur (IUKL) is a subsidiary of Protasco Berhad and is currently the foremost infrastructure university in Malaysia. The university was first established by Chong Ket Pen in 1998 and was known as Ikram College of Technology. Back then, he conducted short training courses in engineering, computer science (IT) and management. In September 2003, Ikram College was granted university college status by the Malaysian education ministry and became Kuala Lumpur Infrastructure University College. The institution subsequently turned into a full-fledged university in 2013 now known as IUKL.[15][16][17]
IUKL is currently set within the 100-acre vicinity of De Centrum City.[18] It emphasises on the integration of both hard and soft aspects of infrastructure, and aspires to produce technopreneurs and skilled manpower with outstanding communication, technological and managerial skills.[19]

Kelantan Flood[edit]
In December 2014, the heavy rains caused the rivers in Kelantan to breach their banks and created one of the worst floods in decades. The flood waters killed 21 people and drove more than 200,000 people out of their homes. The network of roads were maintained by Roadcare (M) Sdn Bhd which was a subsidiary of Chong Ket Pen’s Protasco. They organised flood relief convoys to provide urgent help. More than RM50,000 in food, water and other essentials were delivered to flood victims. When the waters finally receded in January, the company gave both physical and financial assistance of close to RM110,000. In March, Protasco identified the flood victims’ most pressing need was for refrigerators and washing machines. Together with two local NGOs, Protasco bought new home appliances to help 15 families.[20]
Chong Ket Pen also decided that he had to help rebuild homes and sponsored the construction of six new houses. All six of those homes were completed before the country’s 58th National Day celebration.[21][22] In December 2015, they contributed another RM57,000 to help 400 children from the flood with get back to school with essentials such as uniforms, bags and stationeries.[23][24]
Montfort Youth Centre (MYC)[edit]
The Montfort Youth Centre is a residential institution located in Malacca that offers vocational skills and character formation programmes catered for underprivileged youths to become better contributing citizens for the nation.[25] In 2014, Chong Ket Pen made a generous donation of RM200,000 for the maintenance of the centre as well as to fund the new building construction.[26][27]
