Buxton was elected Britain's first Deaf BSL-using Borough Councillor in 1990. For two years, he was appointed as an advisor to Paddy Ashdown, the then Leader of the Liberal Democrats, before co-founding the Liberal Democrats Disability Association. He later stood for Parliament as the first Deaf BSL-using candidate in British political history, and stood again for the East Hampshire constituency during the 2019 election[1]. He was named as one of Britain's top five most influential disabled people in politics in the Shaw Trust's 100 Power List in 2018[2].

Buxton is the Chief Executive of Action on Disability, a local Disabled People's Organisation, and has spent six years as Chief Executive and Director of Campaigns and Communications at the British Deaf Association.

Buxton has centred his campaigning on the promotion of British Sign Language and Deaf education. Buxton has successfully lobbied for a revision of the current law that does not allow for BSL users to take part in court jury duties (the law was changed in 2021)[3][4], and is currently campaigning for a UK-wide BSL Act passed in the UK Parliament, which would grant recognition to the language, improve access to BSL users and provide widespread education in sign language to deaf children[5].
