Dr. G.K. Goswami (born 6 September 1965) is a 1997 batch IPS officer of Uttar Pradesh cadre, currently serving as Additional Director General of Police (ADG) and Chief of Anti-Terrorism Squad, State of Uttar Pradesh, and former CBI Joint-Director, who has consistently advocated for better forensic practices and regulations in Indian investigations.[4][5]
Early life and education[edit]
Dr. Goswami belongs to a middle-class family born in rural village Alipur District Meerut, Uttar Pradesh. His father’s name is V.P.Giri Goswami & Mother’s name is Girja Goswami. His wife, Indu Goswami, is a Housewife.
Goswami studied in Hindi Medium Village Government school and passed 12th with distinction from G.S.D.N Intercollege, Parikshit Garh, Meerut. He completed his Graduation (BSC) and Post Graduation (MSC) from Meerut College. He obtained PhD in Medicinal Chemistry from Jawaharlal Nehru University Delhi before joining the police service. With distinction, he has completed his Masters of Laws (LL.B.) (LL.M.) from the Indian Law Institute, New Delhi. He completed his Second PhD from Tata Institutes of Social Science, Mumbai.[6] He has recently been awarded a postdoctoral DSc degree from National Forensic Sciences University, Gandhi Nagar, under the mentorship of Dr. JM Vyas, Vice-Chancellor.
Career[edit]
Dr. Goswami joined the Indian Police Service in 1997. His initial posting was as Assistant Superintendent of Police (ASP) in Bareilly for one or two days then Varanasi. In 2001, he was promoted to the rank of Senior Superintendent of Police (SSP), he was first posted in Etawah as SSP, and later, he was posted as commandant-44th Battalion PAC Meerut, Uttarpradesh in 2002 and as commandant-11th Battalion PAC Sitapur, Uttarpradesh.[7] He was promoted as (DIG) Deputy Inspector General of Police in 2012, as Inspector General of Police (IG) in 2015, as Additional Director General of Police (ADG) in 2022.[8] He has been appointed as Chief of Anti-Terrorism Squad, State of Uttar Pradesh.[9]
On 4 March 2001, Dr. G.K. Goswami, ASP, Varanasi, along with his team members, killed a hardcore wanted criminal, Preetam Singh who carried a reward of rupees 1 Lakh.[10][11][1]
In September 2007, Dr. Goswami and several others were suspended for committing large-scale irregularities in recruitment for constables in the Mulayam Singh Government, which exposed the most significant ever recruitment scam in the state's history[12][13][14] and after two months in November 2007, Uttarpradesh Government repealed the suspension.[15]
He has been decorated with the second bar for gallantry for an operation during his posting as Senior Superintendent of Police (SSP) Moradabad.[16]
In Uttar Pradesh, he served in various districts, including Bareilly, Varanasi, Etawah, Meerut, Noida, Moradabad, Lucknow, Agra.[17][18][19]
He has also served as Joint Director of Central Bureau of Investigation for seven years,[20] Lucknow Zone and Anti-Corruption Zone, and served as the Director CBI Academy, Ghaziabad.[21] He is also an expert on organized crime in the United Nations Office on United Nations Office on Drugs and Crime (UNODC) and the Former Director of Forensic Science Services, New Delhi.
He also promotes the use of DNA in courtroom evidence and delivers an awareness program on the Protection of Child from Sexual Offences Act by the Institute of Legal Studies and, he asserted in his talk that DNA testing is a potent tool not only to identify the guilty but also to protect the innocent.[22][23]
Awards and Recognitions[edit]
He has been honoured with 2nd Bar by the Hon’ble President of India by decorating him three times with the Police Medal for Gallantry in 2001, 2004, 2016, the highest national award for Police. He has also been awarded the Police Medal for Meritorious Service, and the Gold Medal for Gallantry has been conferred upon him by the Governor of Uttar Pradesh. In 2021 he also received Director General’s Commendation Disc-Silver.[4][1][2][24]
Dr. Goswami was awarded 7 Gold Medals for securing the highest marks in LL.B. at Lucknow University. He recently became the first Indian to be awarded the postdoctoral DSC degree from the National Forensic Sciences University,[25] Gandhi Nagar. He is currently pursuing a Doctor of Science degree from the Gujarat Forensic Science University, Gandhinagar on the issues of Administration of Justice in cases of Child Sexual Abuse. He pursued Law and won several Gold Medals and Commendations during his legal studies. He has recently been selected for prestigious ‘Flex Award’ under the Fulbright-Nehru Academic and Professional Fellowship (2020–21).[21][26]
[27]National Law University, Delhi (NLUD),[26]National Forensic Science University (NFSU) , Gandhinagar and Rashtriya Raksha University (RRU), Gandhinagar, in recognition of his academic contribution, have designated him as their Honorary Professor of Law.
He authored a book by the title “Assisted Reproduction and Conflicts in Rights”[28] in 2016, which has gathered remarkable responses from esteem readers and academia across the globe. He has also penned several research articles on legal issues, an avid writer.
He has authored several book chapters and over two dozen articles published in reputed national and international academic journals.
His focus in research is mainly to explore the interface between Law and Science.
