Guinea-Bissau–Spain relations are the bilateral and diplomatic relations between these two countries.

Diplomatic relations[edit]

Spain recognized Guinea-Bissau after its independence in 1974 and established diplomatic relations. The opening of the Spanish Embassy in Bissau in 2007 strengthened these ties. Guinea-Bissau has an Ambassador resident in Madrid, who presented his credentials to King Juan Carlos I in early 2012.[1]

Key bilateral issues include:

  • Immigration: Spain and Guinea-Bissau signed a Migration Cooperation Agreement in 2008, facilitating cooperation in repatriations and detentions of immigrants. The "Seahorse" program, now renamed Project WEST-SAHEL, assists in border and immigration control.
  • Fishing: The Fishing Protocol signed with the EU in 2015 primarily benefits Spanish fishing vessels.

In May 2021, Spain wrote off €10 million debt to Guinea-Bissau to deepen bilateral relations.[2]

In February 2023, Bissau-Guinean president Umaro Sissoco Embaló met with Spanish prime minister Pedro Sánchez during his first working visit to Spain.[3] Spanish foreign minister José Manuel Albares had visited Guinea-Bissau three weeks before, meeting with his counterpart Suzi Barbosa.

Economic relations[edit]

Economic and commercial relations between Spain and Guinea-Bissau are limited. The presence of Spanish companies in Guinea-Bissau is small but growing, especially since the opening of the Spanish Embassy in 2007.[4]

Cooperation[edit]

From 2007 to 2011, Spain was a major bilateral donor to Guinea-Bissau. Spain committed €15 million to Guinea-Bissau between 2007 and 2009. Priority areas include health, education, fisheries, and water and sanitation. The EU West Sahel project places a Civil Guard officer in Bissau to assist with emigration services and border control.[5]
