H. J. Dora, Hanumanthu Jagannaikula Dora IPS (Retd) (born 1943) served as an India Police Service officer from the year 1965 to the year 2002. After which he served for a short stint as Director General of Police of Central Industrial Security Force for less than a year. Dora went on to serve as a Central Vigilance Commissioner from the year 2002 to the year 2005.
Personal life[edit]
H. J. Dora was born on 4 October 1943, in Srikakulam District. He was the eldest born of five children of Shri. Satyanarayana Dora and Smt. Susheela Devi. His father, was a member of the legislative assembly of Narsannapeta constituency in Srikakulam District. A part of his childhood was spent in erstwhile Madras city with his mother in his uncle, A V Patro's house, who was an IP (Officer of the Indian Police). Due to the premature death of his father, his mother played a prominent role in the family. She supported all the children with emphasised on the importance of education in all the children.
H. J. Dora pursued M A in economics in Andhra university. During his university education, Dora was the secretary of the Dramatic association which sparked his interest in lifelong appreciation in areas in Cultural activities and Arts. He represented Andhra University in the inter university Youth Festival in Delhi. He was also president of students union in Andhra University. With his mothers encouragement, H. J. Dora joined the Indian Police Service in the year 1965.
He married in the year 1968, and has a daughter and a son.
Career[edit]
H. J. Dora joined the Indian Police Service in the year 1965. In initial years he served in Warangal and Guntur, later he was Superintendent of Police in Ananthapur, Karimnagar and Krishna District. He was DCP Law and Order Hyderabad City, and during this tenure he was awarded a Gallantry medal for an act of bravery. He went on deputation to CBI for more than six years. After which he returned back to serve the state force as DIG Guntur and Warangal.
Later he had a long tenure as Head of Intelligence in the tenure of N T Rama Rao was Chief Minister of the Andhra Pradesh State. He served as the MD of APSRTC, which was a enormous organisation with a work force of more than a lakh for more than 4 years. He pioneered the foundation and lobbied for Light Rail Transit System, which has today taken shape of todays Hyderabad Metro.
After a short stint as director of AP Police Academy he took as the Commissioner of Police Hyderabad. During his tenure here he formed the City Guards, an elite police force to tackle any terrorist events. He unearthed several terrorist groups and maintained effective law and order in his term. He Addl. DG Law and Order and also headed CID.
H. J. Dora went on to become Director General of Police at a relatively young age and was one of the longest serving DG in the country. This was a time when there was a turn around in the extremist movement in Andhra Pradesh which had devastated the public life for more than 40 years. This won the appreciation of the then Prime Minster Atal Bihari Vajpai and the then Home Mister. The Home Ministry advised other stated to replicated the AP model tackle left wing extremist movements.
He gave great priority to the welfare the police men by introducing Bhadratha And Arogya Bhadratha. Arogya Bhadratha enabled every policeman and his family to avail the best medical facilities in any corporate hospital without any cash transactions. Bhadratha was created to protect the bereaved families of the members, who meet unfortunate death while in service , but it also provides home loans, marriage loans, foreign education for children etc. at a lower rate of interest.
After his term as the DGP of Andhra Police, H. J. Dora moved to New Delhi to serve as the Director General of Police of Central Industrial Security Force for less than a year.
Dora went on to serve as a Central Vigilance Commissioner from the year 2002 to the year 2005. Central Vigilance Commission is an autonomous body, formed to monitor and advice various authorities in central Government organisations in planning, executing, reviewing and reforming their vigilance work.
He took great interest in sports and cultural activity promotion. He was the president of the olympic association Andhra Pradesh. National Games were conducted during this tenure. With his initiative many state of the art infrastructures facilities to support sports became unavailable in the tenure, among the infrastructures is G. M. C. Balayogi Athletic Stadium in Gachibowli.
Post retirement[edit]
H. J. Dora joined the GMR Group and worked in the founding team of the Indira Gandhi International Airport. He continues to serve as a Board Member in the GMR Group.
As an ardent devotee of Bhagwan Satya Sai Baba Puttaparthi he is involved in all the service activities of the organisation.
Dora has also authored and published three books about his life, career and inspiration.
