Haralahalli Muddabasappa Channabasappa (13 June 1906 – 8 August 1983) was an Indian freedom fighter and cabinet minister from the state of Mysore (now Karnataka). He participated in the Indian independence movement and later held various ministerial roles in the state government. He contributed significantly to land revenue reforms and irrigation policy development.

Early life and freedom movement

Channabasappa was born in Piriyapatna in the princely state of Mysore. He actively participated in the Quit India Movement in 1942, for which he was imprisoned in Mysore Central Jail.[1] During his incarceration, he shared prison space with other freedom fighters, including M. N. Jois and A. C. Dasappa.

Political career

In 1945, Channabasappa was elected to the Mysore Legislative Assembly representing Piriyapatna. After the States Reorganisation Act, he was elected from the Krishnarajanagara constituency in the 1957 Karnataka Legislative Assembly election.[2]

He served in the cabinets of Kengal Hanumanthaiah, S. Nijalingappa, B. D. Jatti, and D. Devaraj Urs, holding positions such as:

  • Minister for Home Affairs
  • Minister for Public Works
  • Minister for Health and Local Administration

Land reform and irrigation policy

As a member of the 1950 Committee on Land Revenue System Revision, Channabasappa supported reforms aimed at modernizing the land tenure system and increasing access to land for farmers.[3]

He later served as chairman of the Karnataka Irrigation Advisory Board, where he was involved in planning irrigation initiatives in the Malaprabha, Tungabhadra, and Vedavathi basins, as well as minor irrigation projects in Mandya and Ballari districts.[4]

Legislative contributions

Channabasappa was known for his speeches in the Mysore Legislative Assembly during the 1960s and 70s, especially on issues of rural infrastructure, public health, and irrigation finance.[5]

Later life and death

He remained active in cooperative movements and rural policy discussions after retiring from electoral politics. He passed away on 8 August 1983.

Legacy

Channabasappa is remembered for his work on agrarian reform, water resource management, and rural administration. His career bridged the freedom movement and early years of democratic governance in Karnataka.
