Hertensteiner Talks
The Hertensteiner Talks[1] (German: Hertensteiner Gespräche) were initiated in 2016, not only to commemorate the Hertensteiner Program, but also to re-establish the former Hertensteiner Talks, which took place from 14th to 22nd September 1946 in Bern and Hertenstein (Weggis) Switzerland. The initiator of the new Hertensteiner Talks is the local Heilbronn section of the European Federalists (UEF) based in Heilbronn Germany, where the talks now take place annually in September. The Hertensteiner Talks and their resulting manifesto (Hertensteiner Program) from 21st September 1946 is the main event, which led to the creation of the European Federalists in Paris, France in 1946 and the World Federalist Movement (WFM) in Montreux, Switzerland in 1947.[2]
History
While the original Hertensteiner Talks took place in Switzerland in 1946, the new 1st Hertensteiner Talks took place in Heilbronn from 4th to 5th November 2017, and it was decided to continue the talks annually each September. The 2nd Hertensteiner Talks took place from 22nd to 23rd September 2018, and the 3rd Hertensteiner Talks on 21st September 2019.
Since the 2nd Hertensteiner Talks, all federalist levels (local, regional, national, and European) but the WFM level have participated. Since the new location is in Germany, the working language is still German. The organizers are prepared to add English and French as additional working languages, as soon as requested by participants.
The Idea
The main aim of the Hertensteiner Talks is to inform all participants about the ideas of the Hertensteiner Program, to discuss these ideas, including their consequences in the present day, and to create a modern approach, given the world's development over the last 70 years.
In addition, the talks are organized to make democratic processes more transparent and to promote the federalist approach to democracy.
Therefore, the Hertensteiner Talks will last for a total of twelve years. The first ten years are foreseen to cover different topics, while the 11th Hertensteiner Talks will discuss the outcome of the first ten talks and draft a first manifesto to be discussed during the 12th (and final) Hertensteiner Talks.
In the event that this new and sustainable approach to discussion is accepted by the federalist community (WFM, UEF, and other organizations), it is planned that the Hertensteiner Talks will move back to their original location in Hertenstein (Switzerland) to become a permanent federalist event.
