Identification Technology Partners, Inc. (IDTP) is an engineering and consulting firm that provides identity management (IdM) technology subject matter expertise and other program management support services to the U.S. Federal government and commercial entities. IDTP developed a new smart card application architecture and applet to solve usage complications associated with smart card interoperability and to support the Homeland Security Presidential Directive 12 issued by President George W. Bush.[1] The effort also supports the underlying Personal Identity Verification initiative.

IDTP was established as a biometrics, smart card, and identification solutions consulting firm in October 2000 in the Washington D.C. metro area, and became a founding member of the International Biometrics & Identification Association (IBIA).[2] The 2002 Homeland Security Act, one of the responses to the September 11, 2001 terrorist attacks, brought increased attention to the need for biometric and smart card security expertise for government agencies and their supporting industries. The increased expenditure for acquiring subject matter expertise in identity verification afforded IDTP opportunities to support government agency initiatives such as the Personal Identity Verification program and various efforts of the Transportation Security Administration.[3] IDTP has since become an authority regarding access control security systems using smart card and biometric technologies.[4]

MR-PIV[edit]

Mutual Registration-Personal Identification Verification (MR-PIV) is a smart card application architecture and supporting application suite developed by IDTP to address complications with smart card interoperability across federal, state, and local government agencies, as well as industry security boundaries. "The MR-PIV architecture was conceived by IDTP, to initially solve the challenges of managing interoperability and secure physical access control for the government Homeland Security Presidential Directive -12 Personal Identity Verification (PIV) smart card program."[1] MR-PIV allows the same credential to be utilized for secure entry into multiple Physical Access Control Systems (PACS) without sacrificing any independent authority over local policies and protocols of each system.
