The Indian Council for Research on International Economic Relations (ICRIER) is an independent, not-for-profit policy think tank located in New Delhi, India which was established in August, 1981.[1] ICRIER aims to take a strong analytical approach in policy making. Their focus areas include macroeconomics, trade, climate change, urbanisation, digital economy and agricultural policy. [2] ICRIER also conducts conferences, workshops and seminars alongside their research endeavours to bring together policy makers, academicians and industry experts to have a more knowledgeable understanding of issues with major policy interest. [3] They operate out of two branches - Indian Habitat Centre, Lodhi Road and the other is the newly constructed Isher Building in Pushp Vihar. [4]

Foundation and History[edit]

ICRIER was constituted after the second global oil price shock in the 1980s so that it may serve as a catalyst for multi-disciplinary, multi-dimensional research in international economics. Jagdish Bhagwati, T. N. Srinivasan, B. S. Minhas, M. Shroff, Padma Desai, Manmohan Singh, Jairam Ramesh, Deepak Nayyar, D. K. Wagle, Robert Baldwin, Ashok Desai were some of the initial researchers involved with the organisation. Ahead of the establishment of SAARC in 1985, ICRIER launched the Committee on South Asian Cooperation and a comprehensive programme on trade cooperation was launched. With the establishment of SAARC, ICRIER launched studies on regional and sub-regional integration. Keeping pace with developments in international trade policy, a set of Uruguay Round studies were also launched.

Post the reforms of 1991, ICRIER launched a ‘Five Year Development Programme’ to keep pace with post reform developments and new emerging areas, collaborative models were identified for research.

In April 2022, ICRIER and Prosus set up the ICRIER Prosus Centre for Internet and Digital Economy (IPCIDE) centre. It aims to "conduct research at the intersection of technology, policy and economics and offer insights to the government on the most pressing issues regarding the digital economy."[5] In May 2022, ICRIER set up its second centre, collaborating with VIL to set up a Telecom Centre for Excellence named InViCT (ICRIER and Vodafone Idea Centre for Telecom).[6]

ICRIER was also appointed as G20 knowledge partner for the Finance, Commerce and Industry, Telecommunication and Energy ministries to aid India as it takes on the 2023 G20 Presidency.[7]
