Dr Jonathan Horton QC is an Australian barrister. As a barrister, Horton works across various Australian jurisdictions, specialising in public and regulatory law, commercial litigation and advice, acting for and against Government agencies across the full spectrum of public law activities, as well as appearing in a range of environmental, mining and land-related matters.

Horton graduated with a Bachelor of Arts from Australian National University. Horton also received a Bachelor of Laws with First Class Honours from Sydney University, and a Master of Laws and PhD in Law from Edinburgh University.[1]
Career[edit]
Horton was called to the Queensland Bar in 2002 and was appointed Queen's Counsel in 2014.[2] Prior to his call to the Bar, Horton was a solicitor at Minter Ellison Lawyers and associate to Justice Callinan on the High Court of Australia.[3]
Horton acted as Counsel Assisting in 2013 for the review of the Victorian Parole System.[4]
Horton has acted as Counsel Assisting in 2014, in the Commonwealth Royal Commission into the Home Insulation Program.[5] Submissions were made during that Royal Commission to the effect that there were "warning signs" about the danger of the Pink Batts Scheme established by Kevin Rudd's Labor Government in 2009.[6]
In 2016, Horton conducted a Licence Review of Star Casino.[7] Horton's finding of Star Casino's suitability in the 2016 review became the foundation for a following review conducted by Adam Bell SC in 2022.[8] The Bell Inquiry follows media investigation by 60 Minutes into alleged infiltration of Star Casino by criminal organisations, utilising junkets and Chinese banks to launder money.[9]. In 2022, Horton was appointed Counsel Assisting an inquiry into Star Casino operations in Queensland,[10] after concerns in the Bell Inquiry were raised about Star's suitability and a government lobbyist was found to be in business with the casino.[11]
In 2016, Horton also produced The Horton Report during the statutory review of the New South Wales Liquor Laws.[12]
In 2020, as Counsel Assisting in the Paradise Dam Commission of Inquiry,[13] Horton revealed original construction documents were unable to be found, after faults in the original construction were revealed, with the dam being labelled the "largest failure of a piece of infrastructure in Queensland's history"[14].[15]
In 2021, Horton was counsel assisting the Queensland Parliamentary Crime and Corruption Commission in an inquiry into the Crime and Corruption Commission's investigation that led to Logan councillors being charged with fraud.[16] Horton found a pack mentality of police officers, making unfounded allegations and found that the CCC had engaged in a culture of institutional defensiveness. Shortly after the Inquiry Report[17] was tabled in Parliament in December 2021, finding CCC Chairman Alan MacSporran QC failed to act independently and impartially, MacSporran resigned from his position in January 2022.[18]
Horton was further involved in litigation against the CCC, arguing investigations into and allegations against the former Queensland Public Trustee, Peter Carne, should not be tabled in Parliament and subject to parliamentary privilege, which would prohibit Carne from taking action for defamation against the CCC.[19] The CCC report found Carne to have committed no corrupt conduct, yet detailed allegations which could defame Carne if it were to be published. The Queensland Court of Appeal is yet to hand down a decision.
In 2022, Horton represented Queensland Police Commissioner Katarina Carroll against safety allegations involving police officers injured by road spike deployment.[20]
