Jubilee Park is a residential neighbourhood and extension of nearby Rogerstone village. It is situated on the grounds of the now defunct Alcan/Novelis Aluminium works which was operational for 70 years before it's closure in 2009. The grounds run parallel to the nearby A467 which provides convenient access to the M4 motorway. Making the estate a desirable location to reside for professionals working at locations along the M4 corridor.

980 homes have been built on the site along with a primary school, green grid, two play parks and a small pond. It is served by commercial units on nearby Tregwilym Road as well as a post office and other amenities in Rogerstone village.

Many of the street names throughout the estate pay homage to the heritage of the area e.g. Castle Way, Hurricane Way.

History

Rogerstone Castle

Origins

The earliest records of the land's use describes Rogerstone Castle, which was situated toward the middle of the northeastern boundary. None of the structure survives above ground today except for the motte. Part of which now sits under Mandrake House.[1] A large portion of motte remains preserved and is situated among the foliage and banks to the South and East of Mandrake House.

Surviving records of the castle are limited and largely conjectural. The fortress is not documented in the King's list of masonry castles which has led some sources to suggest that it was once a timber castle with stone foundations.[2] But not all sources agree on this. According to an archaeological thesis published in 2005, it is more likely that the fortress functioned as a watch tower. Either as a Norman fortification during their conquest of Glamorgan circa 1090, or a Welsh fortification in response to unrest after Caradog ap Gruffudd's demise at the Battle of Mynydd Carn in 1081.[3]

Several sources claim that it was constructed by Sir William Stradling: a knight of Robert Fitzhamon and one of the Twelve Knights of Glamorgan.[4][5] This would place the castle's initial construction at some time toward the end of the 11th century or early 12th century. Morris in 1901 also cites the fortress' name as Castell Gwilym (William's Castle): one of many names the castle would come to be known by.[4] But of the Twelve Knights of Glamorgan, Sir William Stradling has been the most difficult to verify existed. Stradling was also said to have inherited lands around St Athan, some 25 miles from the town of Rogerstone. The lands in between would have been parcelled out to the other eleven knights. Making any claim on both fortresses impractical and untenuous. The matter is complicated further by the fact that the primary source of literature about the legend was written by Sir Edward Stradling in the 17th century. There are some who believe his retelling of the legend was an opportunity to fabricate some legitimacy of his family's nobility. But this explanation of the castle's origin remains to be one of the most documented.

A alternative source from 2005 credits Roger de Haia – a Norman lord – for the castle's construction circa 1200.[6] Very few records survive that describe Roger de Haia and it is possible that the name was a misspelling of Robert de Haia (synonymous with Robert de la Haye): a Norman who inherited the Cantref of Gwynllŵg circa 1093. This parcel of land encompassed several towns including Machen, Bassaleg and Rogerstone.[7] Robert was not one of the Twelve Knights of Glamorgan but is credited as a campaigner in Robert Fitzhamon's invasion. Norman naming conventions were notoriously fluid and it is possible that Robert de Haia may have used Roger and Robert interchangeably. Robert has also been credited with the founding of Bassaleg priory.[7] Given the Norman method of establishing a castle, borough and priory to anchor their settlements. Rogerstone castle may well have grew from this model.

A third and less evidenced theory is that the castle was constructed by Sir Willaim de Berkerolles; a potential descendant of Roger de Berkerolles who was another of the Twelve Knights of Glamorgan. William is said to have been born in Bassaleg and was of high birth.[8] His family is said to have held lands and influence around East Orchard Castle, near St Athan. These sources place the time that William would have lived between 1275 to 1327 A.D. Which would instead place the castle's construction some time in the early 14th century.

The name of the castle has been largely interchangeable depending on the source. Another name bestowed on the fortress is Tregwilym Castle and so named for similar reasons to the adjacent road with the same name.[9]

Ownership

In the intervening time since the castle's founding, the Cantref ap Gwynllŵg had been reformed into the Wentloog Hundred: a county-sized partition of land that covered the western part of Monmouthshire. But in reality, it was a feudal arena of knights and lords which frequently disputed over lands and claims. Meuric de Kemeys, a knight active in the 14th century was listed as a custodian of the castle in a survey 1306.[10] The Kemeys family (later known as the Kemeys baronets) projected power from their seat at Cefn Mably, putting Rogerstone well within their sphere of influence. The Kemeys were deeply embedded in the feuds of the region and saw continual gains in land and status.[11] Despite the feudal landscape, the family are believed to have retained control of the fortress over the centuries. As in 1611, the fortress was sold by the Kemeys to an unknown buyer.[12] In the intervening time, the fortress had been bestowed with another name: Trebginlion castle which roughly translates to "Tribal Wisdom". But no secondary source has yet been found to verify this claim.[citation needed]

Later, the fortress was claimed to be the historic seat of the Morgan family of Tredegar.[13] Records kept at the National Library of Wales appear to document the Morgans as owners of a manor (estate) from 1514 onward, consisting of land and properties in Newport, Bassaleg, Risca, St Brides, Sutton and Rogerstone.[14] Three sons of William Morgan would emigrate to the Massachusetts Bay Colony in 1636. This branch of the Morgan family would continue to gain prominence over the coming generations, eventually founding J.P. Morgan & Co.: a subsidiary of JPMorgan Chase and the world's largest investment bank. The branch of the family that remained in Glamorgan would rise to the title of Baron and ultimately Viscount in 1905 before these titles went extinct with the last of the family line in 1962.[15]

In any case, the fortress continued to be of significance in 1610 in a map drawn up by John Speed where it is referred to as Rochestone Castle.[16] It is unclear at what point the castle fell into ruin. But by the creation of the first detailed ordnance survey maps of the area in 1886, very little remained of the structure.

Copper, Tin, Iron and Steel

The earliest records that document the land's use for industry describe a copper works which was established in 1760[17] The operation was later expanded to incorporate a copper rolling mill by Mines Royal Company in 1772. By 1886, the works had expanded to encompass the manufacture of tin-plate as well as iron bars, bolts and rods. At this time, the operation was split into the tin works and irons works which were situated in the north and south of the area respectively. The iron works was situated in locality of what is now Iron Close and part of Berkerolles Road. The tin works was centred at what is now the intersection of Park Way and Novelis Road and extended to cover ground spanning much of Park Way, Spitfire Road, De Haia Road and Welsh Oak Way. A rifle range was also situated between the sites near the ruins of what was once Rogerstone Castle.[1]

The operation of the works was later taken over by Nettlefolds Ltd of Birmingham. Which added buildings to the works specifically for the manufacture of iron bars, rods and hoops. By the early 1900s, a nailworks was added to the northern site which continued to operate under what was then called Guest, Keen and Nettlefolds.[18] By 1901, a tramway had been built to connect the tin works to the iron works. A water feeder had also been dug from the Ebbw River to northern site to which a weir was later added. Some time between 1900 and 1922 the two operations had developed into what was then known as Castle Steel Works and Castle Nail Works respectively[citation needed]. By 1922, the southern site still occupied land in the locale of what is now Iron Close. But the bulk of the operation had moved slightly east into several large buildings which spanned from what is now the intersection of Castle Way and Tregwilym Road to Tresillian Place. In 1935, both works were closed and the operation was moved to Cardiff.

WWII and Aluminium Production

In 1939, The Air Ministry commissioned for the site to be repurposed for the production of aluminium, flat sheet and extrusions. The Northern Aluminium Company, which was later rebranded to Aluminium Company of Canada, were contracted to design, construct and operate the works.[18] The old steelworks was levelled to make way for the newly constructed facility which is now occupied by the southern end of Jubilee Way, Hugget Close, Foil Close, Iron Close and Heolion Grove. Castle Nail Works was still a functioning part of the plant and had been relocated to a standalone building which was situated on the bank of the Ebbw River. Between what is now River Reach and the upper end of De Haia Road. In it's a place, a new complex of long buildings were erected that ran in a south-easterly direction. Coincidentally, these buildings ran parallel to what is now Park Way, Hurricane Way and Welsh Oak Way respectively.

During World War II, the operation was set to manufacturing parts for Supermarine Spitfires, Hawker Hurricanes and Avro Lancaster bombers. At this time, the works were believed to have employed over 9,000 people. Another notable client was the De Havilland aircraft company. Which requisitioned aluminium from the plant for it's range of military and commercial planes. The plant's role in the war effort would eventually make Rogerstone a target for German bombing campaigns. And on the night of the 7th October 1941, the luftwaffe executed an air raid over Rogerstone. Their use of parachute mines over conventional bombs led to widespread destruction and the loss of 18 lives.[19] But no further attacks on Rogerstone would occur for the remainder of the war.

With the war concluded, Aluminium Company of Canada purchased much of the land and the plant itself from the government and began work on expanding the operation.

The Post-War Works and Alcan

By 1953 the southern complex had expanded substantially to occupy the entirety of what is now Castle Way, Tresillian Place, Berkerolles Road, Iron Close, Foil Close and the southern reaches of Jubilee Way.[20] Meanwhile, the northern site had been greatly expanded southward to encompass land which is now occupied by Nettlefolds Crescent, Gormans Close, Dehavilland Road and Cold Bay Close. Multiple tram lines interconnected the two complexes. With the main lines following the Ebbw River bank and around the southern perimeter of the site to connect with the nearby Rogerstone Sidings railyard. The site also saw several improvements in civil infrastructure, with asphalt and concrete laid down throughout the site.[17] Several access roads had been built and a car parks had been added to the middle of the site. No notable changes to the land or the works were observed until 1972. When it was noted that several tanks and a cooling tank had been added to the plant[17].

Until this time, the Ebbw River had flowed close to the centre of the site. Passing through land which is now occupied by Puddlers Row, Cold Bay Close and the north-western reaches of Jubilee Way. In the late 1950s, this bend of the river was filled in and the flow was instead diverted to the western perimeter of the site.[21] This inadvertently created a floodplain which would be the subject of flood defence plans in the years to come. It is at this time that the pond which would later become the centrepiece of the Jubilee Park was first documented on official maps. In 1966, Aluminium Company of Canada rebranded itself to Alcan Aluminium (and later Alcan Icorporated): a brand by which the plant is most commonly associated with.

The site went largely unchanged from 1972 through to the early 2000s. The completion of the A467 in 1992 was the only notable development that impacted the site over this period; offering a better connection to the M4 for goods and distribution.

Novelis, the Site Closure and Demolition

In 2004, Alcan divided out a portion of it's assets and operations to form Novelis; an independent incorporated company. The Rogerstone aluminium works was one of the operations transferred to Novelis which continued to operate it independently until 2007 when it was acquired by Hindalco Industries; a subsidiary of the Indian multinational conglomerate Aditya Birla Group.

By this time, the factory was operating with workforce of 450 and was primarily concerned with the production of aluminium coil and sheet. With the majority of the plant's customers hailing from the construction sector. However, the plant was severely impacted by the 2008 financial crisis which hit it's tipping point in September that year. In December, the workforce were informed of the tenuous position of the factory and potential cuts to limit losses.[22] By March 2009, orders were stated to be down by 60% on the previous financial year with a net loss of 1.5 million pounds per month. On the 4th March 2009, Novelis announced that production would cease by the end of April. Nearly 440 workers would be made redundant as a result.[23] The site was later closed and largely abandoned.

Much of the remaining assets such as industrial equipment, products and consumables were re-absorbed into Novellis' other operations worldwide. The factory buildings themselves were emptied and scheduled for demolition over the coming years. On the 8th February 2011, demolition works were concluded, with the only remaining structures being the reception/security building and some offices adjacent to the site entrance. [citation needed]

Aluminium Works

A report by Integral Geotechnique in 2013[17] described the site in seven distinct areas of operations:


Set Down Area

Located toward the North West perimeter of the site. This area was primarily used for waste disposal.

Scalper Area

The scalper area was located immediately south and adjacent to the set down area. The scalper area primarily housed ancillary services, workshop facilities and ingot preparation.

Hotline and Cold Bay Areas

The hotline and cold bay areas were a rectangular area that spanned from the scalper area and ran south east toward the center of the site. These areas housed the main aluminium production lines. With ingot pre-heating and rolling occurring on the hotline and cooling and storage occuring in the cold bay. Together with the scalper area, these areas contained a number of large interlinked industrial units which included furnaces, rolling lines and various other storage and processing facilities. These areas also made use of a series of basements which were made to house motor rooms, drainage pits and controllers.

Re-Melt Area

The re-melt area ran in parallel to the hotline area and the Ebbw River. This area was used to cast ingots from scrap aluminium. It consisted of a number of large industrial units which were used to house furnaces and processing facilities. As well as a large area allocated for stockpiling scrap metal.

Stores Area

The stores area ran parallel to the cold bay area and neighbouring Tregwylim Road. It was primarily used for liquid and solid state chemical storage as well as for vehicle maintenance and miscellaneous engineering activities. The site's administrative facilities were also located here. Comprising of an administrative office block, site reception/security and the main car park.

Effluent Area

The effluent area was located toward the southern end of the site and ran adjacent to the southern boundary of the re-melt area. It bordered the Ebbw River and was comprised primarily of utilities that served the site. It contained a compressed gas plant, pump house and the main electricity sub-station. The effluent treatment plant located here processed oily waste from the main factory buildings before it was passed into the domestic sewer.

East Works

The east works sat at the southern extremity of the site, bordering the stores and effluent areas to the north and the River Ebbw to the South. The work undertaken here was primarily concerned with aluminium extrusion.

The Reclamation

Project Proposal

In the first half of 2012, the site was acquired by Walters Group; an engineering and development company based in Aberdare. Work was to begin the same year on assessing and reclaiming the site for future development. The proposal was to construct 700 homes as well as a new primary school and communal areas in line with Newport City Council's local development plan at the time.[24]

But the scope of the project quickly expanded and on the 14th September 2012, Savills on behalf of Walters Group submitted planning documents to Newport City Council for the development of:

  • 1200 homes
  • A green grid of new and improved open space, including parks, play space and informal areas
  • A primary school
  • A network of internal roads and paths
  • A local centre to include community/shopping facilities
  • To re-use Mandrake House for housing use
  • To re-use the existing Drill Hall for community use.[25][26]

Ground Conditions and Contamination

250 years of metalwork had left it's mark on what was to become Jubilee Park. Pollution from the various industrial activites that were carried out there had taken it's toll on the Ebbw River and the local ecosystem. By 2012, the soil and groundwater were laden with various harmful substances which had to be treated before development could begin.

A survey of the site in 2012 revealed contaminants to almost all areas of the site.[17] This was broken down by area, the condition of the soil and the condition of the groundwater.

The set down area was found to contain moderate levels of petroleum hydrocarbons and VOCs in the soil. Some of which was found to have leached into groundwater. Asbestos cement was also found in this area.

The hotline, cold bay and scalper areas were found to have a elevated concentrations of inorganic substances in the soil including Arsenic, Barium, Copper, Lead, Nickel, Vanadium and Zinc. Polyaromatic hydrocarbons and petroleum hydrocarbons were also notably elevated in both the soil and groundwater. Asbestos fibers were also found throughout these areas.

The soil within the re-melt area was found to contain elevated levels of Arsenic, Barium, Cadmium, Lead and Vanadium. A significant amount of polyaromatic hydrocarbons were detected across the soil in this area along with some localised contamination of petroleum hydrocarbons. Like other locations, hydrocarbons were also detected in the groundwater of this area.

Elevated levels of Arsenic, Lead, Mercury, Vanadium and Zinc were detected across the Stores area. With widespread polyaromatic hydrocarbons in the soil. The groundwater in this area was largely untainted.

The effluent area was found to contain eleveated levels of Arsenic, Cadmium and Vanadium as well as both polyaromatic hydrocarbons and petroleum hydrocarbons which had leached into the groundwater.

The soil in the east works area was found to contain elevated levels of Arsenic, Vanadium, polyaromatic hydrocarbons and petroleum hydrocarbons which had all leached into the groundwater. This was the only part of the site with a functional remedial mechanism to prevent contaminants from entering the Ebbw River. Specifically an air sparging curtain that had been installed in 2003. There were also remnants of Asbestos insulation in this area.

Ground Remediation

By 2012, some remedial work had already been carried out. Several boreholes had been dug along the hotline/cold bay area and were used to skim free phase hydrocarbons over 6 months in 2011. Additionally, a series of remedial works were carried out by Tamden Group Limited in the groundwater in the east works and effluent areas of the site. These were summarised as:

  • Pumping of groundwater contaminated with hydrocarbons from the ground in these areas
  • Treatment of these waters to remove the hydrocarbon contaminants
  • Enriching the treated groundwater with diasolved oxygen and bio-nutrients to promote bio-degradation of contaminants into non-volatile products
  • Re-injection of these enriched groundwaters into the earth at these locations.

Upon completion of these works, approximately 408 liters of free phase hydrocarbons had been extracted from these areas.[17]

The remediation strategy under Walters Group involved turning over and compacting the top two meters of soil for the entire site. This would be followed by grid testing across the site for presence of contaminants above acceptable levels. Where contamination surpassed accepted levels, the turned soil at the respective grid reference would be removed to a second location. There it would undergo bioremediation and further testing. If the tests following bioremediation showed safe levels of contaminants. The soil would be recycled back into the site for engineering. Any soil that failed to meet accepted standards would be removed for disposal elsewhere. Contaminated waters encountered during excavation would either be pumped out and treated or treated in situ.[27]

As an added measure, gardens of properties would be capped with 600mm of imported soil. This step would be carried out by the developers of each plot.

Excavation works was to be monitored by a qualified geo-environmental engineer who would identify asbestos contaminants and their sources. Asbestos containing material and soil would be removed to a secondary location. The soil would be tested for asbestos content. Any soil surpassing 0.01% asbestos would be removed and disposed of. Soil tested and found to be below 0.01% would be deemed suitable for re-use in groundworks on the conditions that

  • The soil would be buried at over 1.6m depth
  • The soil would be separated from upper layers by a geotextile marker membrane

Any soil not visually noted to contain asbestos would be assumed to contain less than 0.001% asbestos content; therefore safe to use freely in ground remodelling.

Flood Defences

Prior to the reclamation, the site was partially protected from flooding by a flood defence wall on the north perimeter and a bund that ran adjacent to the Ebbw River. These barriers provided a considerable flood defence to the northern end of the site. But provided limited protection to the southern end of the site. To address this issue, Walters Group commissioned a new flood defence wall to replace the bund and a heightening of the pre-existing wall bordering the recreation grounds.

The ground level behind the northern wall was also lowered to allow for additional flood storage and 3 meters of freeboard for waters to fill before reaching housing. A flood channel was also dug around the site to divert water should the flood walls be overcome.

As part of the consultation on hydrology and drainage, a virtual model was run for a once in 100-year flood and a once in 100-year+CC (factoring for climate change) flood against these defences. It was determined that under these circumstances a once in 100-year flood would be contained to the Ebbw River. A once in 100-year+CC event could potentially overtop the flood defence wall, but the vast majority of these waters would be carried away by the flood relief channel which would flood to a maximum depth of 600mm.[21]

Development

The first developers to come onboard were Bellway and Taylor Wimpey in 2013, with phase one expected to deliver over 278 homes. The general direction of construction would move from north to south, in tandem with reclamation works which were still ongoing across the site.

In 2021, planning was approved to turn an area previously set aside for communal services (LC1 & LC2) into additional housing. The move received mixed responses from the local community. As the land had previously been suggested to be used for community healthcare. However, it was confirmed with Cwm Taf Morgannwg University Health Board that there were no plans to operate a surgery or pharmacy in Jubilee Park.[28]

In 2021, property developer Dandara announced the commencement of a expansion to the estate. Comprising of 40 additional homes in parcels LC1 and LC2.[29]

As of 2024, development work at Jubilee Park has concluded. There remains permission for over 200 more houses to be built on the site. Though it is unlikely any new major projects will be announced given the lack of remaining space to develop.

Miscellaneous Information

Ground Composition

The ground beneath the site can be divided into three main strata. The surface layer of soil on the site, referred to as 'made ground', ranges from 0.2-5.3 meters in thickness and varies in its composition across the site. It is typically granular, comprising of rock of various lithologies. It is typically mixed in with brick, concrete, slag and other manmade hardcore waste. Beneath it, ranging from 1.8-5.8 meters in depth, is a layer of alluvium and fluvio-glacial deposits. This composite is a mix of clays, silts and sandy gravel. Beneath this, at depths of over 4.8 meters, is a bedrock of Raglan mudstone. Groundwater is typically encountered at depths of 2-4.3 meters.

Road Names

The names of roads throughout the estate are inspired by the history of the site and that of Rogerstone. Some names were contributed by children from primary schools in the area.
