Kelly Speakes-Backman is an American executive, clean energy policy expert, and political appointee.

She served as Principal Deputy Assistant Secretary of Energy for Energy Efficiency, and Acting Assistant Secretary in the Biden administration from 2021 to 2022.[1][2]

Career[edit]

From 2011 to 2015 she was a Commissioner of the Maryland Public Service Commission. Prior to being appointed to the commission she briefly served as Director of Clean Energy at the Maryland Energy Administration from 2010 to 2011.[1][3]

From 2017 to 2021, she served as chief executive officer of the U.S. Energy Storage Association, an energy industry trade association that merged with the American Clean Power Association after her departure.[2]

In 2019 she received The Cleanie Award.[2]

From January, 2021 to August, 2022 she served as Principal Deputy Assistant Secretary of Energy for Energy Efficiency, and Acting Assistant Secretary concurrently. She was appointed by Joe Biden as principal deputy assistant secretary in January, 2021, and due to the vacany of the superior position, she served as Acting Assistant Secretary, until August 2022, when she resigned to become Executive Vice President for Public Affairs at Invenergy.[4][5][6]
