Mohamed Ahmed Hussain (26th June 1988) better known as Hanafy, is a member of Jumhooree Party and sworn in as the Controller General of Maldives Immigration on 23rd of December 2018, to serve for the Administration of the 7th President of the Maldives, His Excellency Ibrahim Mohamed Solih.

Biography[edit]

After completing Secondary School Certificate in Male’ English School, Hanafy moved abroad for higher studies. He completed higher education in several fields from Malaysia, Singapore and United Kingdom. Hence, he achieved certificate in Hospitality Management, Bachelor’s Degree in Business Administration and Master’s Degree in International Management, from Nilai International University - Malaysia, TMC Academy - Singapore, and University of the West of England - Bristol, respectively.

Hanafy worked as the Director of Sales in Public Service Media, through 2015 and 2016. His contributions to the first international franchise reality show, Maldivian Idol, has been the success stories during his time at PSM.

Hanafy’s marketing team obtained the highest revenue from a single program when PSM hosted the Maldivian Idol, and he was immensely involved in the management of this franchise program, which was a great success.

Maldives Immigration[edit]

After the appointment as the Controller General, he opted to work transparently in revealing the organizational issues as there were huge concerns over the integrity. On the first media briefing, less than a month after the appointment, Hanafy detailed about the allegations of corruption towards the organization, as gaining public trust towards the organization was his top most priority.

Delineating the current Administration’s development agenda ‘Jazeera Raajje’, and outlining the Strategic Action Plan and National Development Plan of the government, Hanafy is intensive on decentralizing immigration services; emphasizing citizen engagement, inclusivity and sustainability. Hence, he extended immigration services further, devolving immigration functions that can be efficiently and more effectively delivered at a local level.

As Maldives has been a transit point for migrants, mainly from Middle East, who are probably fleeing from violence and prosecution in their country, Hussain addressed the possible destructive effects from these immigrants and aliens and the importance to protect the air and sea borders of the Maldives. As such, he strengthened the border security nation-wide, spreading additional facilities in all the international airports. Furthermore, new services were established to screen the surface arrivals comprehensively.

Additionally, Hanafy played an integral role in commencing the combined investigation on Human Trafficking with the law enforcement bodies. Human Trafficking has been a huge issue in Maldives, following the significant incline in the population of expatriate workers. Hence, challenges in establishing a complete migration mechanism in the country led to the increase in undocumented expatriates, which directed to conflicts in opinion in the community, together with complex cultural and socioeconomic issues.

Moreover, Hanafy initiated to launch the world’s first destination loyalty program for tourists, the Maldives Border Miles program. Maldives Immigration developed this program with Ministry of Tourism, Maldives Marketing and Public Relations Corporation (MMPRC) and Maldives Airports Company Limited (MACL). This program was officially launched on 1st January 2021. This initiation was due to the setbacks caused to the tourism industry, hence to the Maldives, following the global pandemic Covid19.
