The Northern Access Link Expressway (NALEX) is a 136.4 km (84.8 mi) under-construction controlled-access toll expressway in the Philippines.[1] It is designed to connect Metro Manila directly to the New Manila International Airport (NMIA) in Bulakan, Bulacan, and extend further north across Pampanga to terminate at Tarlac City.[2]
The tollway is being constructed under a 30-year Supplemental Toll Operation Agreement (STOA) granted by the Toll Regulatory Board (TRB) to San Miguel Corporation (SMC).[3] NALEX serves as Component 1 of SMC's Greater Capital Region Integrated Expressways Network.[1]
Route description
NALEX combines elevated viaducts and at-grade expressways split across two main phases:
Phase 1
Phase 1 spans 19.4 km (12.1 mi).[3] The expressway originates at the northern end of Skyway Stage 3 at the Balintawak Interchange in Caloocan via an elevated viaduct. It proceeds northwards through Valenzuela, Malabon, and Obando before leading directly into the New Manila International Airport complex in Bulakan, Bulacan.[1]
Phase 2
Phase 2 spans 117 km (72.7 mi) as an extension from the airport site in Bulakan.[3] The alignment travels along coastal and inland areas of Bulacan and Pampanga (including Masantol) before heading north to connect with the Tarlac–Pangasinan–La Union Expressway (TPLEX) in Tarlac City.[2]
History
On May 6, 2022, the Toll Regulatory Board (TRB) approved the Supplemental Toll Operation Agreement (STOA) for NALEX with an estimated project cost of ₱148.30 billion.[3] SMC Northern Access Link Expressway Corporation was designated as the concessionaire, while Skyway O&M Corporation was appointed as the tollway operator.
The Department of Environment and Natural Resources (DENR) issued an Environmental Compliance Certificate (ECC) for NALEX Phase 1. Final engineering designs (FED) were subsequently submitted by SMC to the TRB and the Department of Public Works and Highways (DPWH) for final technical review and notice to proceed.[2]
Exits
Exits will be numbered by kilometer markers. Locations and final interchange designs for Phase 1 are based on the alignment published by SMC Infrastructure and the Toll Regulatory Board.

Phase 1, Section 2 covers the main at-grade expressway entirely within Central Luzon, running from NMIA to TPLEX in Tarlac City and including the BTEX Tabang Link spur.
