Prin. Dr. P. B. Patil (born Pandurang Bapu Patil, January 14, 1932 – February 23, 2014) was an Indian social reformer, educationist, former legislator and champion of the cause of education and rural development in Maharashtra, India. He was born in a small farmer's family in Chikurde village of Walwa Taluka in Sangli district, Maharashtra, India.
Biography[edit]
Prin. Dr. P.B. Patil completed his primary education in his own village, and secondary education at district and taluka towns.[1] During his primary education, he volunteered in mass rallies (Prabhat Pherries) in India's freedom movement, Seva Dal activities and supplying food tiffin to the freedom fighters like Late Shri Pandu Master, Shahir Shankarrao Nikam, Shri Nagnath Anna Naikwadi and others.
Dr. Patil completed his higher education at Kolhapur. He was a student of Barrister Balasaheb Khardekar in his residential college. Later, he joined Rajaram College. He was vocal about social issues and the freedom movement that was at peak during that time. He won first prizes in inter-colleges debating competitions in South Maharashtra.[1]
He worked with Late Acharya Jawadekar and Bhausaheb Ranade. He conducted preliminary studies in Democratic Socialism, National and Social Movements in Maharashtra. He organized students' cultural troupe (Kalapathak) to propagate the importance of education among masses through the medium of these cultural troupes.
In the year 1957, he completed M.A. in Political Science and Economics from the University of Pune. To enhance his knowledge and learning in the field of education and rural development, he then pursued the course in Higher Rural Organization at the Training Centre, run by UNESCO in Ceylon in 1958.
He also pursued post-graduate course in Community Development and Extension in the University of London, U.K. in the year 1960-61.
Educational initiatives[edit]
In 1952, at the young age of 20, he established a residential hostel for poor students at Islampur, Sangli district in the state of Maharashtra at the behest of Acharya Jawadekar. He went door to door to collect money to build the hostel for needy and poor students of the neighboring villages and towns. Today, in 2022, the hostel, as a part of Acharya Gurukul High School serves many students with the accommodation facilities to pursue their educational endeavors.[2]
He was the Founder Director of Navbharat Shikshan Mandal (Shantiniketan Lokvidyapeeth), Sangli, which is now one of the leading educational institutes in the southern Maharashtra. After completing higher education, along with a band of young students in his village, Dr. Patil decided not to join any government services or any other services in other cities, but devoted himself to the cause of Education and Rural Development. Together, they established an educational institution named as Navbharat Shikshan Mandal .
The dedication and unwavering efforts of these young educated social workers grabbed attention of the stalwarts of the freedom movement, politics and public life which included Acharya Jawadekar, Padmabhushan J.P. Naik, Lt. Gen. S.P.P.Thorat (Retd.), Padmabhushan Vasantdada Patil (Ex. Chief Minister of Maharashtra), Shri Y.B.Chavan (Ex. Dy. Prime Minister of India) and many others. Today, with the help of contributions of these notable personalities, Navbharat Shikshan Mandal has earned a name for itself as one of the top educational institutes in South Maharashtra which was established by Dr. Patil. The institute provides quality education at lowest possible costs, especially to the students coming from the poor strata of the society. The institute boasts a capacity to provide school and college education to 5000 students through its five centers.[3]
Work as an educationist[edit]
During 1955-56, Patil left his college studies to join Bhoodan Movement. He traveled on his feet in the remote rural areas of Pune, Thane, Solapur, Satara, Sangli and Kolhapur districts. After completing his M.A., he worked as Lecturer at Mouni Vidyapeeth, Gargoti, where he worked with the well-known educationalist Late Shri. J.P. Naik. While doing his course at a UNESCO center, he also worked as an instructor at the center. In the year 1962, he took the responsibility of heading as a Principal of Panchayat Raj Training Centre, Sangli.[4] Since 1969, he served as a Principal of the Shantiniketan Mahavidyalaya, Sangli.
Dr. Patil served as the General Secretary and Founder Trustee of Yashwantrao Chavan Pratisthan, Mumbai; Trustee of the Indian Institute of Education, Pune and Late Gulabrao Patil Lokseva Vishwast Nidhi, Sangli. He was the President of Lokrangbhumi, Vidyarthi Vikas Vishwast Nidhi, Yashwantrao Smarak Samiti, and Barrister G.D.Patil Gymkhana, Sangli. In the role of President, he also served at Swatantrya Sangram Smruti Sanstha, Sangli.
He was the Founder Director at the Navbharat Shikshan Mandal, today's well-known educational institute in Sangli established in 1958, now known as Shantiniketan Lokvidyapeeth in Sangli. He worked as the coordinator of 'Nave gaon andolan' which was a movement for empowerment of villages, conceptualized on the basis of Gramswaraj as proclaimed by Mahatma Gandhi and Acharya Vinoba Bhave.
He continued to serve the people until his last breath in 2014. It was a state of sorrow for many students, teachers and educationists when they heard the news of his passing away on February 23, 2014.[5]
The P.B.Patil Committee was constituted by the government of Maharashtra for the evaluation of the Panchayat Raj system in 1984. The committee emphasized involving people and gave 184 recommendations for reforming the system and enabling greater participation.[6]
Political career[edit]
In 1972, Dr. Patil was elected as a Member of Legislative Assembly, representing Indian National Congress from Sangli constituency with a thumping majority[7]. He served as MLA for six years. He chaired the position of General Secretary of Maharashtra Legislative Assembly, Congress Party from 1972 to 1976. He was also a member of AICC (All India Congress Committee) from 1972 to 1990. Having a status of a State Minister, he also served as the Chairman of Panchayat Raj Evaluation Committee, Maharashtra.[8][9] The recommendations made by Dr. Patil Committee were accepted notably by the Central Government of India and implemented at large. Patil also worked as a General Secretary of Maharashtra Pradesh Congress Committee for six years from 1972 to 1978.

Awards and honours[edit]
Dr. Patil was bestowed with Platinum Jubilee Endowment Trust Award[15] in 2000 from Indian Merchant Chamber for his outstanding work in the Panchayat Raj Committee. He was also honoured with the prestigious D. Litt Award 2002 by Shri Shivaji Lokvidyapeeth, Amaravati for his exceptional contributions in the Panchayat Raj Rural Development and Education. He is also bestowed with the prestigious Maratha Bhushan Puraskar, Islampur, and Jeevan Gaurav Puraskar, Solapur in 2013. In the same year, he was conferred with the esteemed Rajarshi Shahu Puraskar, Kolhapur. For his notable work, he last received Sangli Bhushan Puraskar in 2014.
