The Philippine National Research Center for Teacher Quality also known as RCTQ is a joint research center of the Philippine Normal University and the University of New England funded by the Australian Agency for International Development.[2][3]

The center conducts high-impact applied research directed at teacher quality improvement in the Philippines to assist the Government of the Philippines in the implementation of the K to 12 Reform by providing nationally consistent policy advice focused on teacher quality. The research agenda of RCTQ focuses on three themes: that cut across the career stages of teachers: pre-service teacher growth and development, in-service and teacher educator growth and development, and teacher and teacher education subject and academic renewal.[4][5]

The RCTQ engages collaboratively with government education agencies notably the Department of Education (Philippines) (DepEd), the Commission on Higher Education (CHED), and the Professional Regulation Commission (PRC).

Philippine Professional Standards[edit]

Philippine Professional Standards for Teachers (PPST)[edit]

The PPST describes the expectations of teachers’ increasing levels of knowledge, practice and professional engagement. This set of standards makes explicit what teachers should know, be able to do and value to achieve competence, improved student learning outcomes, and eventually quality education.[6][7][8].

Philippine Professional Standards for Supervisors (PPSS)[edit]

The PPSS clearly articulates a developmental continuum of professional practice and addresses overlaps and duplications among the diverse supervisory functions at the regional and division levels, thereby streamlining and supporting the attainment of the overall mandate of each governance level, and the DepEd as a whole.[9][10][11]

Philippine Professional Standards for School Heads (PPSSH)[edit]

The PPSH sets out what school heads are expected to know, be able to do, and value as they progress in their profession. It provides a common language for high-impact leadership expected of school heads to guide individual professional reflections, as well as professional discussions among educational leaders and other stakeholders, and to inform the provision of professional learning and development for school heads.[12][10][11]

Transformation of the National Educators Academy of the Philippines[edit]

In 2018, the RCTQ conducted a study on how to transform the National Educators Academy of the Philippines (NEAP)[13]. Its key recommendations include that NEAP:[14]

  • take care of the overall responsibility for the design, development and delivery of professional development for teachers, school leaders, and other teaching-related personnel.
  • be re-constituted as an attached agency within the Department of Education with a direct line of management to the Secretary.
  • have the capacity to undertake and foster research to support its activities, and to increase research-based knowledge and practice within NEAP and at all level of governance in education.
  • partner with peak Higher Education Institutions/Teacher Education Institutions in the developmental delivery of professional development programs.

The RCTQ provides research and technical assistance to NEAP.[15][16]
