Richard Manansala Advincula (born January 17, 1969) is a Filipino lawyer and politician currently serving as barangay chairman of Barangay 26, Pasay City. He previously served as the councilor of Pasay's first district from 2004 until 2016.

Early Life & Education[1][edit]

He was born in Pasay City City to Atty. Eduardo Advincula, a former councilor, and Norma Manansala.

He finished his Bachelor of Science in Accountancy degree at Colegio de San Juan de Letran and his Bachelor of Laws degree at Far Eastern University.

Political career[edit]

Advincula started his political career when he ran as councilor in 2004 under LDP and won.[2]

On September 1, 2006, he is one of the ten councilors that has been placed under preventive suspension due to anomalous garbage collection and disposal contracts in 2004.[3] After being suspended for six months, they were reinstated in their posts.[4]

He ran for re-election in 2007 under UNO/LDP and won.

In May 2008, the city government of Pasay declared the reclamation area as special investment zone of the city. Pesebre said, "For purposes of autonomy, the special investment zone shall not be subject of territorial jurisdiction of any barangay or any barangay policy, rules and regulations, resolutions or ordinances, the same being directly governed by the city government".[5]

In 2010, he ran for re-election under opposition Team Calixto of Liberal and won.[6] He was re-elected in 2013.[7]

In 2016, he was term-limited. He was replaced by his son, nurse Jerome Advincula. His son won, garnered second highest votes for first district.[8]

In 2019, he ran for vice mayor under Nationalist People's Coalition[9] with his running-mate Cesar Joseph "Chet" Cuneta, son of former Mayor Pablo Cuneta.[10] He lost to re-electionist Noel Del Rosario.[11]

In 2022, he ran for mayor under People's Reform Party with his running-mate former Councilor Ernestina Bernabe-Carbajal.[12] He lost to re-electionist Imelda Calixto-Rubiano.[13]
