Roman Yevhenovych Matys (Ukrainian: Рома́н Євге́нович Ма́тис; city Sambir, Sambir Raion, Lviv region; born July 28, 1978) is a Ukrainian activist,[1] business consultant,[2] and entrepreneur. He has been the Head of the Investment Department of the Lviv Regional State Administration since 2016.[3]
Career
He is an advisor to the Governor and Head of Investment department of Lviv Region State Administration. While working in as the Head of Investment department Roman Matys facilitated to the opening of 140 production facilities in the Lviv region where there were over 20,000 new workplaces. Among the companies that have opened and extended their productive capacities with the assistance and accompaniment of Investment department: Industrial Park "Sigma Park Yarychiv", Bader Ukraine LLC, Fujikura Automotive Ukraine Lviv LLC, "Lih Ahro" LLC, Elektrokontakt Ukraine LLC, HIMA (TzOV "Beluko"), "SUN GARDEN" LLC, "Dymkom" TM, “D-MIX Ukraine” LLC, Carpathian wind LLC (EKO-OPTIMA LLC), Galicia Greenery LLC, "Barkom" LLC, "Syntez solar" LLC, Private Enterprise "Hlyniany Ahro", "Raiteks"LLC, "SOFT-MEBLI" LLC, Private Enterprise "Sentio".
Roman Matys is actively involved in the development of the BPO and SSC centres in the city of Lviv, which has the potential of several tens of thousands of jobs. VEON Global Services Ukraine opened in Lviv in 2016, serving operation with finance and procurement, and HR-processes. The international audit company PricewaterhouseCoopers, a member of the "Big Four" will open in 2018 Service Delivery Centre in Lviv[4]. The Center will carry out a wide range of professional tasks for PwC audit, tax and advisory projects in Central and Eastern Europe. The Center will have at least 350 employees.
Appeals and letters prepared by the management of the investment policy of the Lviv Regional State Administration to the parliamentarians and the Committees of the Verkhovna Rada of Ukraine sped up the voting procedure for the legislative acts:
- The Law of Ukraine "On amendments to several legislative acts of Ukraine regarding the abolition of mandatory state registration of foreign investments" (№1390-VIII) adopted by the Parliament on May 31, 2016, came into force on June 25, 2016. The document provides for the formation of modern conditions for attracting investment by simplifying the maximum attracting investment through the introduction of application principle of state accounting prevent the manifestation of corruption in their state registration and administration codification of certain changes to existing legislation.
- Due to complaints of investment policy of Lviv Regional State Administration May 11, 2016, revenues in foreign currency from abroad received for foreign investments in Ukraine are not subject to compulsory sale on the interbank currency market of Ukraine. The abovementioned changes to the "anti-crisis" restrictions on the currency market were introduced by the Resolution of the National Bank of Ukraine (NBU) No. 308 of May 5, 2016 "On Amendments to Certain Legislative Acts of the National Bank of Ukraine".
- The National Bank of Ukraine allowed from June 13, 2016 repatriation of dividends accrued to foreign investors for 2014-2015, imposing restrictions on the transfer of such dividends abroad to one person per month within the higher of the values - the equivalent of 1 million USD or 10% of the total volume dividends to pay.[5]
- February 9, 2018, at the initiative of investment policy Lviv Regional State Administration held discussions on the application of the customs regime of inward processing Ukraine to obtain clarification of the law. The result of the work was the signing of the Protocol by the relevant departments and ministries confirming the legitimacy of the proposed management scheme of enterprises operating under the so-called "tolling scheme" without paying value-added tax if the goods in the production cycle are transferred from the enterprise to the company but eventually abandoned the territory of Ukraine.
Social activities
The founder of the social initiative "I tak pojmut!" (They will understand it anyway!) from 2012 will protect the rights of Ukrainian speakers to access information in their own language[6].
A participant of the Coordinating Council on the use of Ukrainian language in all spheres of public life in Ukraine under the Ministry of Culture of Ukraine. The initiator and co-author of the draft law about language # 5670.
In 2015, in pursuing the advocacy of the rights of Ukrainian speakers, Roman Matys was nominated for an international TOYP award, whose winners at various times were Gerald Ford, Nelson Mandela, John Kennedy, and others.
Also in 2015, the American edition of Newsweek published an interview with Roman Matys about the language situation in Ukraine and his human rights activities Tongue-Tied on Ukraine's Front Lines.
In 2016, on the initiative of Roman Matys and with the support of the parliamentarians of Ukraine Committee of the Verkhovna Rada on issues of European integration Committee hearings held on the topic "Ukrainian language in the context of European integration: challenges and answers", which became the first step towards the creation and registration of a new Law of Ukraine "About the principles of the state language policy"[7].
Political activities
2004 - An activist of the Orange Revolution.
2013 - 2014 - An activist of the Revolution of Dignity (Euromaidan Revolution). At the beginning of the events, he organized the departure of Lviv citizens to Maidan in Kyiv. He was a speaker and activist of EuroMaidan in Lviv. The participant program-analytical group of the Committee of the Maidan of Lviv region, and later the coordinator of the Committee of the Maidan of Lviv region. The Committee prepared the document Declaration of Responsibility to the Community, signed by candidates for deputies from Lviv, who were run in majoritarian districts and who were on party lists.

2015 - joined the Petro Poroshenko Bloc "Solidarity". In October 2015, he was run for the Lviv Oblast Council in district # 1. Until now he heads the Sambir district organization of the party "PPB" Solidarity ".
Education
In 1995, graduated from high school in Lviv. In 2000, graduated, having started studying in 1995, with a degree in economics at the Lviv Academy of Commerce.
