Shashwat Anand is an Indian Lawyer and Environmentalist. He is known for matters *pro bono publico*. He is the founding member of People's Charioteer Organization (PCO) (Hindi: Jan Saarthi Mahasangh), a socio-politico-legal NGO headquartered in Prayagraj (Allahabad).

Early Life

Anand was born in Sultanpur, UP and has lived most of his life in Prayagraj (formerly: Allahabad). He did his schooling from the Boys' High School & College, Allahabad. He completed his law by obtaining a degree in B.A.LL.B (Honours) from the Faculty of Law, University of Allahabad.

In 2019, he founded the Jan Saarthi Sangathan, to raise issues related to Air Pollution, which was later changed to People Charioteer Organization (PCO) (Hindi Equivalent: Jan Saarthi Mahasangh), a public charitable NGO primarily dealing with environmental and socio-economic issues.

Career

  • In 2017, Anand filed the petition for the renaming of the Banaras Hindu University and the Aligarh Muslim University by removing the words 'Hindu' and 'Muslim' from their titles, citing Article 15 and the Secular basic structure of the Constitution of India, in the High Court of Allahabad. He had further challenged the giving of religious instruction in the Universities as per the mandate of Article 28 of the Constitution of India. The Allahabad High Court however declined to interfere in the matter[1] citing the ruling in the case of Aruna Roy v. Union of India[2]. The matter is currently pending in the Supreme Court of India.
  • Anand filed the petition[3] in public interest in the Supreme Court for conducting mass house-to-house tests[4] at the coronavirus hotspots[5] in the wake of the COVID-19 pandemic[6] so as to identify, trace and isolate[7], coronavirus patients and to stop the further exponential spread of the virus[8]. The PIL further sought[9] the transfer of funds from non-statutory public charitable trusts such as PMNRF, PMCARES Fund[10] and various CM-Relief Funds to the account of National Disaster Response Fund (NDRF)[11] and the State Disaster Response Fund (SDRF) constituted by the Central and State Governments under the Disaster Management Act, 2005. In addition to that, the petition sought to declare the non-statutory public charitable trusts as collection agencies under the Disaster Management Act, 2005.

Controversies

The Supreme Court objected to the petition[12] filed by Shashwat Anand and 3 others seeking mass-testing[13] of COVID-19 patients[14] and consolidation of funds[15] from non-statutory PMNRF, PMCARES Fund[16] and CM-Relief Funds to the account of NDRF and SDRF, saying that the PIL has "political colour"[17]. The SC further asked Mr. Anand to "Withdraw the petition, or we'll impose fine"[18].
