The film was pitched by the UK Film Council and the Irish Film Board in Summer 2020, with Liz Pichon and Kelly Asbury set to direct, but on June 26, Kelly Asbury died. Warner Bros. Pictures was set to distribute the film later that year through it's Warner Animation Group banner. David Bowers joined as director in October to replace Asbury that year with Simon Wells joining in December 2021.
In September 2021, it was announced that Aaron O'Donnell, Sean Crosse and Cronan Cooper would play the lead characters. Filming began in September 2021. Rob Stevenhagen, Dino Athanassiou and Stefan Fjeldmark joined as co-directors in spring 2022, with Catherine Tate and Mark Bonnar joining the cast.
The film is dedicated to the memories of orchestrator John Ashton Thomas, adr mixer/song recording engineer Peter Gleaves, voice actor Kirk Baily, film director Kelly Asbury and Scholastic founder Richard Robinson, who died prior and during production. Thomas worked as a orchestrator, Gleaves worked as a ADR mixer and recording engineer for the songs that were recorded in 2016, Baily worked as a voice actor, Asbury worked as a creative consultant and Robinson developed the film with Deborah Forte at Scholastic Entertainment.
