The Univeristy of the State Fiscal Service of Ukraine (Ukrainian: Університет державної фіскальної служби України) is a departmental Ukrainian institution of higher education, established by the Cabinet of Ministers of Ukraine on November 11, 2015 at the National University of the State Tax Service of Ukraine, the State Customs Research Institute, the Financial Law Research Institute. It is in the sphere of management of the State Fiscal Service of Ukraine.

The University prepares bachelors and masters of economic and legal specialties and generates human resources for the State Fiscal Service of Ukraine. It is taught by almost 500 teachers among them - 65 Doctors of Sciences and Professors, 300 PhDs (of which 8 Honored Lawyers of Ukraine, 1 Honored Economist of Ukraine; 4 Honored Educators of Ukraine; 6 Honored Workers of Science and Technology of Ukraine; 2 Honored Workers of Physical Culture and 2 Honored Coaches of Ukraine; 3 Honored Workers of Culture of Ukraine; 12 Masters of Sport of Ukraine). The Educational and Scientific Institutes and the Faculty have over 4,000 higher education applicants. Within the structure of the University there are regional structural units in such cities as Zhytomyr, Storozhynets, Kamenets-Podilskyi, Vinnytsia, Konotop, Lviv.

The History of the University[edit]

Ukrainian Peat School[edit]

The history of the University of the State Fiscal Service of Ukraine begins in 1921 with the Ukrainian Peat Technical School, located in the city of Kiev on Timofievska Street, 12. The first director of the technical college was appointed member of the Academy of Sciences of Ukraine B.M. Klopotov. The technical school was considered a higher educational institution, after which the students were given the qualification of a peat engineer and peat mining technician. The first graduation from the short program took place in 1922[1].

Irpin Peat School[edit]

In 1932, the Kiev Peat School was transferred to the village of Irpin under the name "Irpin Peat School" as part of a training and production peat mill. F. O. Serbin was appointed as the director of the plant. During the first 20 years more than 4 thousand specialists were trained in the technical school.[1]

Irpin Mining and Fuel School[edit]

On November 6, 1943, the soldiers of the 74th Infantry Division liberated Irpin. During the occupation, the technical school was destroyed, but in March 1944 he resumed work under the name "Irpin Mining and Fuel School". First Y.N. Lyubiy was appointed as the director, and then P.A. Kolominov. In the 1944-1945 academic year, 120 students were admitted to the technical school, 38 people were admitted to the second year, 12 people were admitted to the third year, and 4 people were admitted to the fourth year. The students participated in the reconstruction of the technical school, and also took part in sports sections, amateur art groups etc. In 1946, the first post-war graduation of 13 specialists took place. Since 1947, the technical college has been headed by O.S. Kuharuk. In 1951 the educational building (now the main building of the University) was put into operation, in 1955 - a hostel and a residential building for teachers. It was then that the campus was formed, located in a picturesque park area. In 1960 the 4 specialties were introduced in the technical school: "Silicate technology", "Technological equipment of industrial enterprises", "Metal processing by cutting".[1]

Irpin Industrial School[edit]

In 1961, the Irpin Mining and Fuel School was renamed the Irpin Industrial School. In 1968, it trained specialists in ten specialties. During 1946–1968, 3,800 specialists were employed. 1969 marked a new stage in the development of the technical school. Volodymyr Pavlenko has been appointed the director of the technical school. For 22 years under his leadership a modern educational and material base was created. For his fruitful work in training specialists for the national economy, V.I. Pavlenko was awarded the Order of the Red Banner of Labor, he was awarded the title "Honored Teacher of the Ukrainian SSR". Since 1975, the Irpin Industrial School has held the first places in the exhibitions of technical creativity among the technical schools of Kyiv and the region. In 1980 the technical school trained specialists in the specialties: "Economics and planning in the branches of national economy", "Accounting, control and analysis of economic activity", "Processing of materials on machines and automatic lines", "Installation and operation of electrical equipment of enterprises and public buildings" , "Operation of machines with software control and robotic complexes", "Adjustment and operation of electronic devices of software control and equipment of automated production", "Mechanization and automation of peat production "," Production of products and coatings of polymeric materials "," Tool production ". In 1986, a new specialty "Operation and adjustment of machine tools with software and numerical control" was introduced. For the period from 1969 to 1990 the graduation of specialists was 16 653 people. Economic specialties at that time became a priority direction of the technical school.[1]

Irpin Financial and Industrial College[edit]

In 1990, the Irpin Industrial School was reorganized into a new type of secondary school - the Irpin Industrial College. He trained peat production mechanics, electrician mechanics, metalworking technologists, plastic products technologists, accountants, planners-economists of machine-building production, machine tool adjusters, banking specialists. In 1991, Melnyk Petro Vladimirovich was appointed as the director of the college, a Ph.D. graduate of the technical school in 1976. Degree training was carried out jointly with higher educational establishments of Ukraine. The graduates went to the Taras Shevchenko National University of Kyiv, the Kyiv Polytechnic Institute, the National Economy Institute, the Kiev Institute of Light Industry, the Rivne Institute of Water Engineers and more. In 1995, the Irpin Industrial College was renamed into the Irpin Financial and Industrial College.[1]

Ukrainian Institute of Finance and Economics[edit]

In 1996, the Ukrainian Institute of Finance and Economics, under the auspices of the Ministry of Finance of Ukraine, was established at the Irpin Financial and Industrial College, and since November 15, 1996, it was transferred to the State Tax Administration of Ukraine. P.V. Melnik was appointed as the rector. The Institute carried out educational activities at the following qualification levels: associate degree; bachelor degree; specialist degree. Five faculties were created: financial-economic, law, accounting and economics, tax militia department (1997), faculty of part-time education and seventeen departments. The Resolution of the Cabinet of Ministers of Ukraine established the Center for Retraining and Training of Personnel for the State Tax Service of Ukraine within the structure of the Institute.[1]

National Academy of State Tax Service of Ukraine[edit]

In 1999, in accordance with the Resolution of the Cabinet of Ministers of Ukraine, the Academy of the State Tax Service of Ukraine was established on the basis of the Ukrainian Financial and Economic Institute. P.V. Melnik, Doctor of Economics, Professor was appointed as the head of the Academy. For significant contribution of the staff of the Academy to the development of national education and science, the Decree of the President of Ukraine of August 21, 2003 No. 870/2003 granted the STS Academy of Ukraine the national status.[1]

National University of the State Tax Service of Ukraine[edit]

On August 23, 2006, by Order of the Cabinet of Ministers of Ukraine No. 472-r, the National Academy of the State Tax Service of Ukraine was transformed into the National University of the State Tax Service of Ukraine.[1]

Storozhynets Educational and Scientific Institute[edit]

Storozhynets Educational and Scientific Institute is a separate structural unit of the University of the State Fiscal Service of Ukraine. For training in Storozhynets Educational and Scientific Institute of the State Fiscal Service of Ukraine, a corresponding educational and material base was created, which will allow students to study under the educational program "Accounting and Taxation" specialty 071 Accounting and Taxation.

Zhytomyr Branch[edit]

Zhytomyr Branch of the University of the State Fiscal Service of Ukraine is a separate structural unit that provides training to meet the needs of the labor market of the North and North-West regions. The branch is located in the city of Zhytomyr on the territory of Zhytomyr Agricultural College. The branch provides services related to higher education at the first (bachelor) level in the following specialties:

  • 071 Accounting and Taxation;
  • 072 Finance, Banking and Insurance.

Kamianets-Podilskyi Educational and Scientific Institute[edit]

Kamyanets-Podilskyi Educational and Scientific Institute of the University of the State Fiscal Service of Ukraine has been in existence since 2003 and has been training specialists for tax services, financial departments of oblast and district state administrations, customs services of the Western region of the state in correspondence form of training on a contractual basis. The Institute provides services related to higher education in the following specialties:

  • 071 Accounting and Taxation;
  • 072 Finance, Banking and Insurance.

Vinnitsa Educational and Scientific Institute[edit]

Vinnytsya Educational and Scientific Institute has been functioning within the structure of the University of the State Fiscal Service of Ukraine since 2002. There are two departments within the Vinnytsia Educational and Scientific Institute: the Department of Finance, Accounting and Taxation and the Department of General Disciplines. The Institute provides services related to higher education in the following specialties:

  • 071 Accounting and Taxation;
  • 072 Finance, Banking and Insurance.

Konotop branch[edit]

The UDFSU Konotop Branch was established in 2019. It is a separate structural unit that provides training to meet the needs of the labor market of the Northern Region and to bring students closer to their place of residence. The branch is located in the city of Konotop, in the building of the Konotop department of the Main Department of the State Fiscal Service in Sumy region. The Konotop Branch provides services related to higher education at the first (undergraduate) level.

Lviv Educational and Scientific Institute[edit]

UDFSU Lviv Educational and Scientific Institute was established in 2019. The regional unit of the University is located in the Main Department of the State Fiscal Service of Ukraine in Lviv. The Institute trains specialists at the bachelor's and master's levels, scientific and scientific-pedagogical staff of higher qualification, educational-methodical, logistical and information support of training of doctors of philosophy in the third (educational-scientific) level of higher education in the specialties:

  • 081 Law;
  • 071 Accounting and Taxation;
  • 072 Finance, Banking and Insurance;
  • 051 Economics.

PhD, Postgraduate (Adjunct)[edit]

The main system of training of scientific-pedagogical and scientific personnel at the University of the State Fiscal Service of Ukraine is a doctorate, postgraduate study (adjuncture), which originated in the scientific-organizational department of the Academy of the State Tax Service of Ukraine and in 1998 with the permission of the Main Department of Management and Scientific-Pedagogical The Ministry of Education and Science, with the support of the State Tax Service of Ukraine, opened a postgraduate course as a separate structural unit. Initially, a one-time admission was made to postgraduate studies, since 2000, according to the decision of the certification board of the Ministry of Education and Science of Ukraine, a permanent postgraduate study was opened, and doctoral studies - in 2006.

According to the Resolution of the Cabinet of Ministers of Ukraine No. 261 of March 23, 2016 “On Approval of the Procedure of Preparation of Higher Education Applicants for the Doctor of Philosophy and Doctorate of Science in Higher Educational Institutions (Scientific Institutions)” , 2016 Doctoral, Postgraduate (Adjuncture) Ukraine began to train higher education applicants at the third (educational-scientific) and scientific levels of higher education in order to obtain a higher education of Doctor of Philosophy and Doctor of Science. Scientific specialties for which the National University of the State Fiscal Service of Ukraine enrolls for the degree of Doctor of Philosophy (according to the List of branches of knowledge and specialties approved by the Cabinet of Ministers of Ukraine of April 29, 2015 # 266):

Financing of training of applicants is carried out at the expense of the state budget (by state order) and at the expense of legal entities or individuals (on the terms of the contract).

Specialized Scientific Councils[edit]

Specialized councils have been active at the National University of the State Fiscal Service of Ukraine since 2001. The University has 3 full-time doctoral specialized scientists of the Council on economic and legal specialties.

Order of the Ministry of Education and Science of May 10, 2017 No. 693 "On Approval of Decisions of the Ministry's Attestation Board on the Activity of Specialized Academic Councils of April 27, 2017" established a specialized scientific council D 27.855.01 with the right to accept and defend the dissertations for the degree of doctor (candidate) in Economics by specialty 08.00.03 "Economics and Management of National Economy" and 08.00.08 "Money, Finance and Credit" for the period up to December 31, 2019.

Order of the Ministry of Education and Science of 16.07.2018 № 775 "On approval of decisions of the Ministry of Attestation of the Ministry on the activity of specialized scientific councils of 05 July 2018" established a specialized scientific council D 27.855.02 with the right to accept and review the dissertations for the degree of doctor (candidate) ) Law in specialty 12.00.07 “Administrative Law and Procedure; finance law; Information Law ”until December 31, 2020.

Order of the Ministry of Education and Science of May 24, 2018 № 527 "On approval of decisions of the Ministry of Attestation of the Ministry on the activity of specialized scientific councils of May 16, 2018" established a specialized scientific council D 27.855.03 with the right to accept and review the dissertations for the degree of doctor (candidate) ) in Law Specialties 12.00.08 “Criminal Law and Criminology; Criminal Enforcement Law ”and 12.00.09“ Criminal Procedure and Criminalistics; forensic examination; operative-search activity» until December 31, 2020.

During the existence of more than 400 theses in specialized scientific councils of the National University of the State Fiscal Service of Ukraine.

Scientific Society of Students and Cadets[edit]

The Scientific Society of Students and Cadets has been operating within the university since 1997 and was founded as a voluntary independent association of students and cadets who have actively participated in research. At the time of creation, the number of members of the scientific society was 150 people. Today there are more than 1,500 students and cadets.

Fiscal Policy Research Institute[edit]

The Fiscal Policy Research Institute was established in January 2016 through the merger of the Financial Law Research Institute, the State Customs Research Institute and the Taxation Research Center as a structural unit of the UDFSU. The main purpose of the FDI policy is to develop scientifically sound recommendations on the implementation of the state tax and customs policy aimed at the economic and social development of Ukraine.

International relations[edit]

The University of the State Fiscal Service of Ukraine is a member of the Grand Charter of Universities.

The University has a large number of partners among foreign universities. In particular, UDFSU has concluded agreements on international cooperation with the universities of Poland, Indonesia, Slovakia, Lithuania, Korea, Czech Republic, Croatia, Moldova, Georgia, Italy and others.
