Yonov Frederick Agah is a Nigerian economist, trade negotiator, international civil servant and diplomat with over 40 years of experience in international and multilateral trade. He was one of the four Deputy Directors-Generals' of the World Trade Organization (WTO). Agah started his first term as Deputy Director-General of the WTO on 1 October 2013. This ended on 30 September 2017. He was reappointed for a second four-year term,[1] starting on 1 October 2017. Agah concluded his second and final term as Deputy Director-General of the WTO on 31 March 2021. He was the first Nigerian and fourth African to be appointed as Deputy Director-General of the World Trade Organization, and the first Nigerian and third African to Chair the WTO's General Council (Engine Room of WTO).[2]
In March 2021, President Muhammadu Buhari appointed Agah as Director-General, Nigeria Office for Trade Negotiations (NOTN). On 16 April 2021, he was officially inaugurated. Agah will work as Nigeria's Chief Trade Negotiator.[3]
Early life and career[edit]
Ambassador/Permanent Representative to the WTO, Geneva, Switzerland, 2005 – 2013[edit]
Agah has, since 1991, been responsible for coordinating Nigeria's participation in major bilateral and multilateral negotiations under the auspices of the WTO, UNCTAD, Global System of Trade Preferences among Developing Countries (GSTP), ACP-EU Cotonou Partnership Agreement and the African Growth and Opportunity Act (AGOA). He was appointed as Nigeria's Ambassador to the WTO on 29 May 2005 by the former President of the Federal Republic of Nigeria, Chief Olusegun Obasanjo. In that capacity, he served as the Alternate Chief Negotiator for the Doha Round and Head of Nigeria's Trade Office within the Permanent Mission of Nigeria to the United Nations Office in Geneva, Switzerland. The Trade Office is responsible for Nigeria's participation in Geneva-based trade-related international organizations, particularly UNCTAD, the World Intellectual Property Organization (WIPO), ITC and the WTO.[4]
Deputy Director-General (DDG), WTO, Geneva, Switzerland, 2013 – 2021[edit]
Agah started his first term as Deputy Director-General of the WTO on 1 October 2013. He was reappointed for a second four-year term, starting on 1 October 2017. As Deputy Director-General, Agah was responsible for the Development Division (DD), Institute for Training and Technical Cooperation (ITTC), Trade Policies Review Division (TPRD) and Knowledge and Information Management Division (KMD) in the WTO Secretariat. On the 31 August 2020, with the stepping down of Roberto Azevêdo, 6th Director-General of the World Trade Organization, Agah became Joint Acting Director-General of the World Trade Organization, with the other three Deputy Director-Generals’, Karl Brauner, Alan Wm. Wolff, and Yi Xiaozhun. This lasted from the 1 September 2020 to 28 February 2021, with the appointment of the 7th Director-General of the World Trade Organization. On 31 March 2021, Agah concluded his term as Deputy Director-General at the WTO.[5][6]

In 2014, Agah was named amongst the 50 most influential Africans.[7]
