9.19 Military Agreement is an agreement between South and North Korea on the military sector signed on September 19, 2018.

2018 on September 19, Democratic People's Republic of Korea at 2018 third round of South-North Korean summit talks held in Pyeongyang of the Republic of Korea Moon Jae-in, president and the Democratic People's Republic of Korea, Kim Jong Un.The Secretary of State of the 9.19 Joint Declaration by the agreement. Military Sector Agreement for the Implementation of the Historic Panmunjom Declaration

In order to thoroughly implement the "Panmunjeom Declaration for Peace, Prosperity and Unification of the Korean Peninsula" militarily, the South and the North agreed on the following comprehensively from the common perception that easing military tensions and building trust on the Korean Peninsula is essential to ensuring a lasting and solid peace.

1. The South and the North decided to stop all hostile acts against each other, which are the source of military tension and conflict, in all areas, including the ground, sea, and air.[edit]

The two sides took various measures to prevent armed clashes in all spaces, including the ground, sea, and air.

The two sides agreed to consult and resolve all issues that could lead to military conflict in a peaceful manner, and not to use force under any circumstances.

The two sides decided not to invade, attack, or occupy the other party's jurisdiction by any means or means.

The two sides agreed to operate a joint inter-Korean military committee to discuss issues such as large-scale military exercises aimed at the other side, military buildup, blocking and obstructing various types of blockade and navigation, and suspension of reconnaissance activities against the other side.

The two sides agreed to continue to discuss various relevant measures to implement the Panmunjom Declaration, which they agreed to implement step-by-step disarmament in accordance with the resolution of military tensions and confidence building.

The two sides decided to suspend various military exercises aimed at the other side of the Military Demarcation Line from November 1, 2018.

The rotary-wing aircraft will cover 10 kilometers from the Military Demarcation Line, 15 kilometers from the eastern part of the country, 10 kilometers from the western part of the country, and 25 kilometers from the organization.

However, if it is necessary to operate the airplane due to forest fire extinguishing, ground and sea distress rescue, patient evacuation, weather observation, farming support, etc., it is allowed to notify the other party in advance and fly. No such no-fly zone applies to civil aircraft (including cargo planes).

The two sides agreed to take measures to prevent accidental armed conflicts from occurring in all spaces, including the ground, sea and air.

To this end, the four stages of warning communication and signal → blocking → warning shot → warning shot → military action will be applied on the ground and at sea.

Both parties decided to implement the revised procedures from November 1, 2018.

The two sides agreed to resolve all military issues peacefully, such as operating a regular communication system to prevent accidental clashes in all spaces, including the ground, sea, and air, and immediately notifying them of any abnormal situation.

3. The South and the North have decided to take military measures to prevent accidental military clashes and ensure safe fishing by turning the Northern Limit Line into a peace zone.[edit]

The two sides reaffirmed the agreement on the prevention of accidental naval clashes in the West Sea, signed at the second round of inter-Korean general-level military talks on June 4, 2004, and decided to carry out full restoration.

The two sides agreed to establish a peace zone and a pilot joint fishing zone in the Yellow Sea.

The two sides decided to thoroughly guarantee the safety of people and ships entering the peace zone and the pilot joint fishing area.

The two sides decided to prepare and implement joint inter-Korean patrol measures to prevent illegal fishing in the peace zone and pilot joint fishing zones and to ensure safe fishing activities for fishermen from the two Koreas.

4. The South and the North agreed to seek military security measures necessary for the promotion of exchanges and cooperation and contact.[edit]

The two sides agreed to come up with measures to militarily guarantee the customs clearance of traffic and communication in the inter-Korean administrative area.

The two sides agreed to devise military security measures for the connection and modernization of railways in the East and West Seas.

The two sides agreed to come up with countermeasures after discussing the North Korean ships' use of the Haeju direct route and the passage of the Jeju Strait.

The two sides agreed to seek military security measures to jointly use the mouth of the Han River (Imjin River).

5. The South and the North have agreed to take various measures to build mutual military trust.[edit]

The two sides agreed to continue to discuss the installation and operation of direct telephone service between the South and North Korean military authorities.

The two sides agreed to discuss and resolve issues related to the formation and operation of the joint military committee.

The two sides decided to thoroughly implement all agreements adopted between the South and North Korean military authorities and to periodically inspect and evaluate the implementation status.

6. This Agreement shall take effect from the date on which it is signed by both parties and the texts are exchanged through procedures necessary for their respective effectuation.[edit]

The agreement may be amended and supplemented in accordance with the bilateral agreement.

The agreement has been made in two copies and has the same effect.

Controversy of violation[edit]

On December 17, 2018[edit]

North Korea's Rodong Sinmun newspaper and Uriminzokkiri, a propaganda outlet against the South, criticize the South Korean military's introduction of missile defense equipment, air force training, and joint naval drills, calling them a "grave violation and reckless delusion" of Article 1 of the September 19 Military Sector Agreement. In Article 1, the two Koreas agreed to discuss "the suspension of large-scale military exercises, military buildup, various forms of blockade, blockage and navigation, and reconnaissance activities against each other" at the Joint Military Commission.

North Korea test-fired a KN-23 short-range ballistic missile.

On May 7, 2019[edit]

North Korea test-fired two KN-23 short-range ballistic missiles. The Defense Ministry urged North Korea to stop its act of raising tension, saying it was not a violation of the agreement but a violation of the purpose of the agreement. Kim Jong Un visited the museum in person. The KN-23 short-range ballistic missile is said to be capable of killing 10 million people in Seoul with just one shot, but the Defense Ministry says it is not a violation of the agreement.

On July 25, 2019[edit]

North Korea test-fired two KN-23 short-range ballistic missiles. Korea is Sept. 19, 2005 alleging a violation of the military agreement, the military Moon Jae-in, nullify the agreement calls for the Government.

May 3, 2020[edit]

In the morning, the North Korean military fired four shots at a South Korean military outpost in Cheorwon, Gangwon Province, with a 14.5-millimeter gun. The South Korean military responded by firing about 20 rounds at the discretion of the commander of the unit.
