Avinash Kantharaj Nilankar [1](born on 01 July 1985) is a Civil Servant and belong to 2011 batch[2] of Indian Audit & Accounts Service[3]. The entrance exam for this service is conducted by Union Public Service Commission (UPSC) called Civil Service Examination[4]. It is said to be one of the toughest examinations in the world. He is currently working as Deputy Secretary in Ministry of Finance, Government of India[5]. Avinash Kantharaj Nilankar is an Engineer by qualification and had worked in a Japan based MNC, Toshiba Inc, before entering Civil service. He has a vast knowledge of IT systems as well as Finance, Accounting and Administration. He is the first recipient of C&AG's medal for public auditing and innovation for his involvement in developing an IT application for knowledge management and training.

Avinash Kantharaj Nilankar was born on 01 July 1985 in Bangalore, Karnataka, India. His father is a businessman and mother is a home maker. He has a sister who is working in an US based NGO after completing her Masters in Finance and Accounts. Avinash Kantharaj Nilankar is married to Ms. Pragati Pallagatti, a software engineer by profession and working with Hewlett Packard.
Career[edit]
Avinash Kantharaj Nilankar is a engineer by qualification and has worked with a Japan based MNC, Toshiba Inc for nearly two years. He was responsible for designing and developing AV player for mobiles. He is well versed in audio and video codecs. Prior to this, he was pursuing a project in Indian Institute of Science, Bangalore on Wavelet transforms.
Later, Avinash Kantharaj Nilankar entered civil service and has served in various positions for the Government of India like Deputy Accountant General, Senior Deputy Accountant General, Director in Andhra Pradesh, Telangana, Karnataka, West Bengal before proceeding on deputation to Government of India as Deputy Secretary. Presently, he is working in Department of Expenditure under Ministry of Finance. He currently holds a strategic assignment like Defence procurement, Land related issues involving Government of India, Financial Rules, Strategic units like Atomic, Space, NTRO, etc.[6]
