Badger International (Badger) is a multinational corporation that provides insurance solutions. It is headquartered.[1] in George, South Africa.

The company was founded in 1995 by Brad Hogan, who remains the group's chairman and CEO. Its products and services include pet insurance, vehicle insurance, mobility scooter insurance, wheelchair insurance, business insurance, specialist liability insurance, insurance underwriting and insurance broker services.

It operates internationally and has interests in South Africa, Australia, New Zealand and the United States, employing over 1,000 staff[2]

Badger was founded as insurance brokerage African Independent Brokers by Brad Hogan in Springs, South Africa, in 1995.

In 1999, it acquired its Lloyd's coverholder status and followed this by expanding its binder mandates with a range of other South African insurers.

Also in 1999, it launched Rothchilds Specialised Insurance Claims Services, to provide insurance providers with specialist insurance claims and related services.

In 2005, the company registered Badger International Pty Ltd, named after the honey badger due to the animal's tenacity.

In 2009, Badger expanded into Australia as an agency specialising in fleet car insurance claims management.

Later in 2009, Badger acquired a South African insurance underwriting licence under the name Oakhurst Insurance Company Limited, focusing on car insurance. It subsequently expanded its product ranges to cover all aspects of general insurance and life insurance.

In 2011, Badger launched dotsure.co.za as a division of Oakhurst, under the Oakhurst licence, and entered the direct market in South Africa. It became the first e-commerce insurance website in South Africa.

In 2017, Badger purchased the Progressive Australia business from the Progressive Corporation in partnership with the Hollard Group (Hollard)[3], focusing on its car insurance portfolio Progressive Direct. The same year it partly acquired mobility equipment, wheelchair accessible van and disability car insurance provider Blue Badge Insurance, which it fully acquired in 2022.

In 2018, Badger entered the United States with a strategic investment in specialist US based insurer Wilmington Insurance Company, with Brad Hogan becoming part of its Board in 2019[4].

2018 was also the year Badger acquired Pacific International Insurance[5], a licenced insurer operating in Australia and New Zealand.

In 2019, Badger rebranded Progressive Direct to PD Insurance[6] and bought out the business completely. It also launched the Soft Landings Foundation as its philanthropic arm.

In 2020, Badger launched PD Insurance in New Zealand,[7] with a sole focus on pet insurance, its business African Independent Brokers launched vehicle insurance products Afritaxi, Afridrive and Afribiz, and the Oakhurst business was integrated into dotsure.co.za.

In 2021, Hollard and dotsure.co.za formed a merger,[8] whereby dotsure.co.za acquired Hollard's direct personal lines insurance business.

Today, the main brand for the South African arm of Badger is direct digital insurer dotsure.co.za. The main brands in Australia and New Zealand are insurance underwriter Pacific International Insurance, direct digital car and pet insurance provider PD Insurance Australia (also known as pd.com.au, as per its logo) and direct digital pet insurance provider PD Insurance New Zealand (also known as pd.co.nz, as per its logo).

Corporate culture and community partnerships[edit]

Badger states its purpose as ‘providing the world with Soft Landings’, focusing these efforts on its customers and on communities in need. The company is a strong proponent of humanitarian and poverty relief programs, to which it donates significant funds annually via its Soft Landings Foundation.

Of the Badger companies, PD Insurance New Zealand has been especially active in building corporate social responsibility partnerships, to support animal welfare in New Zealand. In 2021 it became principal partner of Healthy Pets New Zealand,[9] a veterinary medicine research charity established by the New Zealand Veterinary Association; in 2022 it became exclusive partner with the Department of Conservation (New Zealand) on its Auckland Lead the Way wildlife conservation program;[10] and in 2023 it became principal partner of New Zealand's national kennel club, Dogs New Zealand.[11]

dosture.co.za also has community partnerships, such as with Onderstepoort Veterinary Academic Hospital at the University of Pretoria Faculty of Veterinary Science, from 2021,[12] and the South African Guide-Dogs Association, from 2022.

Industry awards[edit]

Between 2020 and 2022 the Badger businesses have won a range of awards. These include dotsure.co.za winning Best Pet Insurance Company in The Star's Annual Reader's Choice Awards in 2020[13] and 2021.

In 2021 PD Insurance Australia was a finalist in the Finder Awards for Car Insurance – Value and in 2022 it won the Canstar Award for Most Outstanding Value – Pet insurance.[14]

In 2022 PD Insurance New Zealand won the Canstar Award for Most Satisfied Customers – Pet Insurance.[15]
